Summary

This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Collection Management Division.

Incumbent will serve as the Team Lead for the HUMINT Operations Coordinator, Collection Management Division, I&A Office of Collection. The incumbent must be an experienced, senior Intelligence Officer with significant operational experience.

Duties

The incumbent must possess strong liaison, communication, and leadership skills to include the ability to interact and brief senior government officials in many forums as a representative for the Collection Management Division and Office of Collection.

DUTIES INCLUDE:

  • This position serves as the Human Intelligence (HUMINT) Operations Coordinator Team Lead within the Collection Management Division (CMD), Office of the Deputy Under Secretary for Collection, Office of Intelligence and Analysis (I&A), Department of Homeland Security. The I&A mission is to provide a full range of synchronized intelligence analysis in support of the Secretary of DHS and the Department, as well as DHS stakeholders, to protect the Homeland. This position performs a wide range of intelligence operation duties related to the application of the basic operational and technical aspects of intelligence collection and its dissemination methods and techniques to analyze and address complex problems and issues faced by DHS.
  • The incumbent is part of the Office of Collection serving as the lead coordination collection officer working directly with the Office of Partnerships' Field Intelligence Directorate (FID) regarding the collection and reporting of HUMINT information gathered from the field as well as coordinating HUMINT collections operations with the DHS Intelligence Enterprise (DHS IE), Intelligence Community (IC) partners, and other stakeholders.
  • The primary purpose of this position is to facilitate the coordination and execution of the I&A HUMINT collection program alongside FID, ensuring all activities are fully coordinated, staffed, and adhere to all applicable policies and guidelines. The incumbent represents the Office of Collection's equities on behalf of the Deputy Under Secretary for Collection and the Collection Management Division to which they are assigned.
  • Responsible for supporting DHS I&A and the DHS IE as the HUMINT Operations Coordinator Team Lead; overseeing a team of Intelligence Officers performing the coordination/processing of Operational Proposals, Contact memorandums, source deconfliction, source registration, maintaining records of DHS IE personnel Certified Release Authority certification, and supporting any updates and ongoing improvements to the I&A Overt Collector Course training for HUMINT collectors.
  • Performs other duties as assigned.

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Overtime may be required in response to a significant event.
  • Overnight Travel of 1-5 nights per month may be required.
  • Relocation expenses are authorized.
  • Individual must sign a Mobility Agreement.
  • Incumbent is subject to polygraph examination, if required.
  • Employee may be deemed an essential employee and may perform "exempt" activities during a lapse in government appropriations.
  • Employee must have significant experience in HUMINT Operations and Liaison


Qualifications

Specialized Experience:

For GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal services to perform duties in Intelligence Collection efforts to enhance and guide HUMINT Operations activities for and on behalf of DHS. This includes the ability to train other Intelligence Officers in Overt Collection techniques and procedures

You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Such experience could be gained from:

  • Serving as the subject matter expert for an organization in HUMINT activities.
  • Serving as a HUMINT team member of a team executing and supporting intelligence collection activities, reporting, and policy development.
  • Instructor or mentor in developing and delivering learning both as formal classroom training and as a facilitator and mentor.


Education

Substitution of education in lieu of specialized experience may not be used for this grade level

Additional information

This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.

  5. Expert-level knowledge of the principles of HUMINT operations as well as collection tactics, techniques, and procedures in order to gather, analyze and evaluate intelligence information.
