U.S. Data Security ("USDS") is a standalone department of TikTok in the U.S. This new security-first division was created to bring heightened focus and governance to our data protection policies and content assurance protocols to keep U.S. users safe. In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. FUSE Intel is a customer-centric fusion intelligence program dedicated to proactively understanding stakeholder needs, embodying TikTok USDS work styles, and delivering tailored intelligence services to stakeholders resulting in impactful risk reduction outcomes.

As a Technical Program Manager (TPM) within USDS FUSE Intelligence, you will play a pivotal role in shaping, executing, and measuring our threat intelligence strategy. You will collaborate with cross-functional teams to drive the development of innovative intelligence services, enhance our ability to mitigate converged threats, and measure the impact of actionable intelligence provided to stakeholders throughout our business.

Responsibilities:
- Develop, execute, and measure a comprehensive threat intelligence program strategy aligned with USDS objectives.
- Manage and track OKRs using OKR alignment methodology, and collaborate with cross-functional teams to deliver projects on time and within budget.
- Oversee the collection, analysis, and dissemination of threat intelligence data from various sources.
- Translate intelligence into actionable recommendations to reduce business and security risk.
- Establish program governance and ensure compliance with industry standards and regulations.
- Provide regular status reports and updates to senior leadership.
- Drive projects from initiation to delivery, identify and mitigate risks, develop mitigation plans and continuously improve project delivery processes.
- Collaborate with internal and external stakeholders, including Cyber Security Operations, Incident Response, Threat Led Defense, Hunt, and external threat sharing organizations.
- Identify areas for automation to increase efficiency of repeated tasks, such as regular status reporting, and track staffing, contracting, and procurement.
- Foster partnership to enhance threat intelligence sharing and collective defense.

Qualifications

Minimum Qualifications:
- 4 years of experience in technical program management, with a focus on threat intelligence or cybersecurity
- Proven experience working with cross-functional teams and driving strategic initiatives for a large organization
- Strong background in intelligence collection and analysis as a practitioner
- Excellent communication skills (verbal and written) along with teamwork collaboration per global and multi-functional teams and intelligence source groups
- Experience creating and disseminating reports to multi-level audiences in a technical environment

Preferred Qualifications:
- minimum of 4 years of experience as an intelligence analyst, with a focus on cyber threats
- one or more of the following certifications: CISSP, CISM, CEH, GCIA, GCIH
- Strong technical background in cybersecurity, including threat detection, analysis, and mitigation
- Highly motivated to contribute and grow within a complex area of emerging importance in an enterprise environment

This role requires the ability to work with and support systems designed to protect sensitive data and information. As such, this role will be subject to strict national security-related screening.
