What You Will Do

The Infrastructure Service Division, Network Service Group (ISD-NS) invites you to join our dynamic team as a technical Team Leader. You will lead a team that includes AccessIT, who provide entitlements and roll based access (RBAC), customer facing PKI support for all credentials used at LANL out of 5 different locations, and system administrative support for PKI systems and application in both classified and unclassified environments. You will lead and assist in multiple projects, including researching and recommending solutions. You will provide expertise on PKI policy and technology, multi-factor authentication with smartcards (including PIV), and troubleshooting and problem resolution. You will interact and collaborate with other DOE sites (e.g., LLNL, SNL, HQ, etc.) on PKI and identity management hardware and software solutions and participate on DOE-wide working groups.

ISD-NS is a network-focused group and part of the Infrastructure Services Division (ISD) which is responsible for the architectural design and implementation of LANL's open and classified networks. Reporting to ISD-NS group management, the Team Leader will be responsible for managing and supervising a team of IT Professionals. As the team leader you will provide administrative leadership of the team in the monitoring, designing and implementation of LANL's complex networks.

Responsibilities include directing the team on projects which will vary in size and duration. Selected candidate will also manage the hiring process for student and staff positions, job-ad development, interview design, conducting interviews, managing the hiring committee, and completing hiring justification documentation. Conducting performance management activities and providing consulting on required professional development. The Team Leader will also be coordinating equipment and software acquisitions with ISD-NS group management. The Team Leader will participate in audits and maintaining compliancy of the systems in their team. The Team Leader also has regular interactions with vendors, subordinate project leads, users, peers, multiple change control boards, auditors, & ISD senior management.

What You Need

Minimum Job Requirements:
  • Experience establishing and maintaining guidelines/policies/SOPs around classified networks.
  • Knowledge of PKI certificate management, credential management, or authentication.
  • Experience with project management methodologies being a liaison including planning, documenting, and collaborating with technical teams.
  • Demonstrated ability to mentor team members in areas of expertise or administrative methods.
  • Experience with program management and coordination.
  • Ability to communicate technical information to non-technical personnel.

Education/Experience: Position requires a Bachelor's Degree and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, advanced vendor and/or professional certifications are highly desirable and post graduate course work may be expected.

Desired Qualifications:
  • Demonstrated knowledge of PKI concepts (certification authorities, PKI directories, signing and encryption, private keys, smart cards, etc.) in various PKI (e.g., Entrust, Microsoft) technology/solutions.
  • Knowledge of DOE sites and laboratories.
  • Familiarity with Hardware Security Module (HSM), local Certificate Revocation Lists (CRL) and Online Certificate Status Protocol (OCSP).
  • Familiarity with PIVs and using it for authentication, signing and encryption.
  • Demonstrated proficiency writing scripting languages such as Windows PowerShell or other relevant scripting languages
  • Experience in computer security and authentication concepts.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
