Summary

The Technology Business Analyst is responsible for helping business partners implement technology solutions in a cost-effective way by documenting the requirements of a product, project or program, and providing them as supporting documents for teams. The Technology Business Analyst provides general analytical support with guidance across the entire organization and learning and applying an understanding of key business processes, key business drivers, and the short and long-term direction of related technologies. The Technology Business Analyst deals with basic issues and questions throughout the development life-cycle utilizing business process, functional and technical expertise to achieve agreed to solutions. The Technology Business Analyst also leverages functional and technical knowledge from others to verify that business requirements and compliance requirements are verified via testing.

Duties and Responsibilities

  • Applies fundamental concepts, practices and procedures to complete assignments of low complexity (as further described in the following point)
  • Works on assignments with assistance where the business and technology problems, opportunities, and solutions may be somewhat unclear, some unknowns exist, the stakes and visibility are low, and the risk of failure is low
  • Works with Business Relationship Managers and the business units to identify and capture business and nonfunctional requirements
  • Assists with tracking the priority of competing business line demands
  • Translates basic business requirements into functionality through system configurations or code development
  • Provides business partners with an accurate view of basic end user challenges and provides assistance to the business in obtaining end user buy-in
  • Retains an understanding of the current business processes and technologies having a basic level of functional/technical acumen to apply digital dexterity and process workflow to others
  • Ability to learn and execute tasks that may require experience with SQL or other standard and emerging languages, report writing, data querying, data mining, and data visualization
  • Provides continuous testing and troubleshooting; identifies and resolves errors, inefficient configurations, inefficient workflows, etc.
  • Assists the solutions delivery team with the delivery and support of enterprise resource planning (ERP) systems and associated integrations by making use of functional configurations of ERPs, Coding and Developmental Standards, Project Management and Delivery Skills.
  • Incumbent will evaluate business requirements and translate them into ERP Solutions, analyze business justification of the requirements, follow good coding guidelines as to how to write standard, reusable code, follow proper functional design as well as technical design and architecture.
  • Collaborates with Business Relationship Managers, Project Managers and Scrum Masters on planning efforts related to their work
  • Investigates and develops ideas and positions on technology and business issues under the direction of others
  • Assists in investigating, resolving, and escalating problems
  • Gathers data to support recommendations to address problems
  • Assists with developing recommendations for resolution of problems for review by other staff
  • Identifies and may provide technical assistance to help in problem resolution
  • Works with other to identify the business impact of opportunities and problems through financial and non-financial analysis to form compelling business cases
  • Works with other to identify the organization's options through the business case making full use of external research and industry-specific trends
  • Works with other to articulate recommendations and benefits in business language and measures the contribution of projects to business value
  • Performs other duties as required.


Position Requirements

This position is for a Technology Business Analyst working with a team that primarily supports a portfolio of initiatives from our customers within the Facilities Services branch and our Fine Arts program. The successful candidate must be dependable, self-guided, and capable of exercising sound, independent judgement, discretion, and tact. The candidate will require the use of technical skills and abilities to work with a diverse team in the delivery of IT and OT services, maintain relationships with clients and partner stakeholders, support the resolution of service and change requests, and help to ensure compliance with all applicable Federal and Board mandates. The candidate seeks ways to improve existing processes to drive higher efficiency; has the capability to extrapolate business processes and work with the team to create innovative solutions; continually grow and develop to stay on the leading edge of technology to meet customer needs. May represent the team, department, branch, and division in various Board and Federal Reserve System working groups.

At the FR-25, requires a bachelor's degree in Computer Science, Information Systems, Business, Mathematics or other related field or equivalent work experience. Requires 4 or more years of relevant technical or business work experience. Requires knowledge of business operations, systems requirements and IT processes and technologies. Experience with information security, privacy, and risk assessment standards including FISMA, SOX, FedRAMP, etc. is preferred. Ability to multi-task and take direction, handle stringent deadlines and time and quality pressures to deliver in a challenging environment. Develops professional skills. Maintains awareness of evolving system development and quality assurance methodologies through professional publications and outside contacts. Ability to share with others the information gained by reviewing professional publications or by communicating with other professionals. Maintains a consulting mindset in all endeavors.

In addition to the FR-25 requirements, the FR-26 requires 5 or more years of relevant technical or business work experience.

The FR-27 includes the FR-26 requirements and requires technical and analytical ability along with oral and written communication skills typically acquired through the completion of a Bachelor's Degree in Computer Science, Information Systems, Business, or a related discipline and 6 years related experience or the equivalent combination of education and relative experience in the application functional arena. Develops and maintains professional consulting skills.

The candidate will participate in efforts on a variety of technologies and using a variety of applications to include but not limited to: Data Visualization and Dashboarding; PowerShell scripting; Windows Server, Microsoft SQL Server, managing and querying SQL databases; Microsoft Office 365 suite of products including Office, Teams, SharePoint Online, Power Platform; basic network troubleshooting experience; integrated workplace management and space management systems; construction project management tools, Building Automation System technologies (Tridium Niagara). A successful candidate will demonstrate analytical skills to participate in requirements analysis, business case development, Level of Effort analysis, budget development, and conduct market research and studies in response to stakeholder needs; experience managing a portfolio of projects leveraging AGILE principles. Implements processes to provide stakeholders with relevant information in a timely manner for input, collaboration, and decision making. The candidate may be called upon to provide support to clients during off-hours such on as nights and weekends and may have contingency operations responsibilities.

The candidate may leverage managed services, deploying COTS and Cloud systems in the construction management, building automation systems, space planning, event management, work order management, asset management, vehicle fleet management, a smart building technologies space is highly desired. The candidate may support procurement activities related to development of RFIs, RFQs, SOWs, and may manage contracts via the role of serving as a Contracting Officer's Representative (COR). Knowledge and experience in IT governance and information security, privacy, and risk assessment standards such as ITIL, CMMI, enterprise architecture, FISMA compliance, and FedRAMP is preferred.

This position is hybrid, requiring a combination of telework and an in-office presence in Washington, DC.
