Under the direction of the Senior Telecommunications Engineer, Special Projects Branch, the incumbent is responsible for engineering responsibilities including the Department's main Satellite program (CT SATCOM), Caltrans Auxiliary Radio System (CARS) and Highway Advisory Radio (HAR) program; providing both day to day and emergency communications services primarily in the Sacramento Region for Caltrans Headquarters associated personnel; and assisting the Office of Radio Communications (ORC) complete its project commitments. This position is based out of Sacramento but has statewide responsibilities. The incumbent will work closely and cooperatively with the Public Safety Communications Office (PSCO), California Office of Emergency Services (Cal-OES), and other government agencies. Duties include establishing timetables to implement projects, provide design input to projects including the construction of new maintenance facilities or the renovation of existing facilities, assisting with FCC licensing and developing, reviewing, and processing contracts for services, overseeing the installation, maintenance and operation of the Department's Land Mobile Radio (LMR), Broadband Middle Mile Network (BMMN) fiber optic implementation within Maintenance facilities, Connected Vehicle to Everything (C-V2X), 4.9 GHz Intelligent Transportation System wireless implementation, Highway Advisory Radio (HAR) and satellite systems, developing and providing training for system users, and preparing work orders, providing technical and logistical support. Statewide travel is required to support planned and emergency communications technical support, site assessments and site inspections. Possession of a Class C Driver's license is required.

Working Conditions
This position is located in Sacramento

The work setting is open space in a climate-controlled office of a six story building in downtown Sacramento. The incumbent will be required to travel throughout the state to attend various meetings and to visit and review Transportation Related Facilities. The incumbent may be exposed to dirt, noise, and fluctuating temperatures in an outdoor environment.

New to State candidates will be hired into the minimun salary of the classification or minimum of alternate range when applicable.

Special Requirements
Statewide travel is required to support planned and emergency communications technical support, site assessments and site inspections. Possession of a Class C Driver's license is required.

A Statement of Qualifications (SOQ) is required. To be considered for the position, applicants must submit an SOQ along with their application. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The incumbent must have thorough knowledge of engineering practices and principles, telecommunications systems and the California State Communications Law and the Federal Communications Commission rules and regulations. Incumbent must continually update his/her knowledge of emerging technologies, new regulations, and industry standards.

The incumbent must be knowledgeable of electronics theory, engineering mathematics, radio frequency allocations, electromagnetic wave propagation, radio field strength measurements, and traffic handling procedures.

Must be able to apply their knowledge to the design, construction, and the maintenance of radio communications system that will achieve the district's goals and objectives.

The incumbent must be familiar with the processes and procedures required to implement a large-scale radio communications systems with diverse and varying terrain and conditions.
Incumbent should have good writing skills and be familiar with the principle elements of contracts and leases.

The incumbent must have the ability to develop and maintain cooperative relations with all staff at all levels.

The incumbent must practice safe working procedures in the presence of various hazards including High Radio Frequency Emissions and EMI Electrical Energy, traffic construction, and adverse environment.

Travel in a State vehicle will be required. A valid California driver's license is required to operate any state vehicle. Some driving conditions may include, but are not limited to, rough, steep, narrow, rocky, sandy remote 4x4 roads.

The Associate Telecommunications Engineer (ATE) is expected to conduct business in a professional manner. The ATE will follow the guidelines as specified in the Letter of Expectations distributed to all ORC personnel.
