Duties

Position Description # NGT5129000

This position is located in the Comptroller Division of the United States Property and Fiscal Office (USPFO).The paramount purpose of this position is to serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state.

Description of Duties:

1. Serves as the, Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units. Responsible for authorizing and setting up the correct lines of accounting for payment of Government funds. Performs a variety of analytical, technical, and administrative work for substantive programs and support activities. These programs are funded through a number of sources such as reimbursable accounts and transfer of funds between organizations.

2. Implements and manages the day-to-day activities during system operations (e.g. personnel data download and review, business process analysis, DTA training and Defense Accounting and Disbursing System (DADS) and Commercial Travel Office (CTO) connectivity). Applies knowledge of various automated systems and their applications to accomplish the tasks of the position, to provide input to long-range plans for automation, to use automation in the accomplishing the work of the DTS, and to support the assurance that the requirements of automated systems (data standards, security, etc.) are met.

3. Responsible and accountable for the state ARNG's data requirements, including the user profiles, organization hierarchy, routing groups, per diem rates and Lines of Accounting, etc. Maintains database of user information and controls user access to Privacy Act Information and travel documents. Coordinates with each tenant organization and/or subordinate unit to identify an Organizational DTA (ODTA) for managing each organization's fielding and operational DTS requirements. Establishes the Certifying Officer appointment process.

4. Researches the Federal Travel Regulations to help resolve employee issues and complex problems associated with travel. Acquires and updates personnel data used to establish traveler profiles in DTS. Maintains updates to DTS database when changes occur due to personnel actions within the main organization. Manages the administrative setup structure within DTS and controls access to the major modules of DTS relevant to the access levels, i.e., organizational data and lines of accounting Analyzes travel documents and reports available in the DTS.

5. Performs a variety of budgetary and administrative functions in implementing the organization's travel program, policies, and procedures. Maintains the correct Lines of Accounting in DTS to corresponding fiscal year budgets. Monitors and updates budget data on a continuous basis. Modifies elements within the Lines of Accounting to reflect the new fiscal year data and determines what method should be used to transfer the LOAs during year end conversion. Coordinates with the USPFO Comptroller Division, Pay and Exam Supervisor for the collection of DTS traveler debts.

6. Performs other duties as assigned.

  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

GENERAL EXPERIENCE
: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have knowledge of the Defense Travel System (DTS) and knowledge of DoD travel regulations and policies. Experience in assisting senior level Government Service Personnel with travel functions and policies, travel arrangements and other DTS tasks. Experience in accomplishing DTS tasks and resolving local travel management and DTS issues. Experience serving as the main point of contact for travel functions. Experience overseeing establishment of the WVARNG routing structure for authorizing, reviewing and approving travel. Experience providing customer support regarding system operation, procedures and entitlements. Experience updating and maintaining WVARNG travel policies. Experience coordinating with external and internal staff on all DTS updates, changes and system problems. Experience being responsible for coordinating the appointment and training certification of Accountable Officials and retains Certifying Officer Legislation training certificates and DD Form 577 Appointment/Termination Records and appointment letters. Must complete training available through the Defense Travel Management Office website.

Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard.

Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS).

Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide.

Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.
