GENERAL DESCRIPTION

The Office of the Inspector General is a law enforcement agency established at the TJJD for the purpose of preventing and investigating crimes committed by TJJD employees, including parole officers employed by or under a contract with the department; crimes and delinquent conduct committed at a facility operated by the TJJD, a residential facility operated by another entity under a contract with the department, or any facility in which a child committed to the custody of the department is housed or receives medical or mental health treatment, including unauthorized or illegal entry into a department facility; introduction of contraband into a department facility; escape from a secure facility; organized criminal activity; and the investigation of abuse, neglect, and exploitation in juvenile justice programs and facilities. The OIG operates a 24-hour Incident Reporting Center (IRC) to receive and document allegations of criminal and administrative activity involving TJJD interests, fraud, waste, abuse, neglect, and exploitation reports of juvenile, facility, or program under the jurisdiction of the TJJD; preparing and submitting reports regarding criminal investigations and OIG operations to the TJJD board, members of the legislature, and other state agencies; and monitoring compliance with the TJJD Use of Force Plan.

Performs highly advanced (senior-level) investigative work. Serves as a Commissioned Peace Officer for the TJJD Office of Inspector General. Work involves planning, organizing, and conducting investigations of criminal and/or administrative violations occurring on TJJD property, involving TJJD interests, fraud, waste, abuse, neglect, and exploitation reports of juvenile facility, or program under the jurisdiction of the TJJD and allegations of serious employee misconduct to include excessive and unnecessary use of force, harassment, retaliation, sexual assault and other criminal allegations involving juveniles and/or staff. Work may require use of canine partners to aid in the detection, interception, and investigation of contraband within secure and non-secure TJJD-operated and contracted facilities and detection of articles and human scents in the event of an escape.

Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Required to live within 45 minutes of the duty location. May be required to work in excess of 40 hours per workweek and be on call. Extensive statewide travel is required, including instances of travel with very little notice.

ESSENTIAL FUNCTIONS

Oversees and conducts criminal and administrative investigations regarding allegations of abuse, neglect, and exploitation of a child; contacts and interviews witnesses, alleged perpetrators, alleged victims, and representatives of the department, program or facility; and collects and reviews evidence and data.

Oversees and maintains investigative caseload and plans and organizes the scheduling of criminal and administrative investigations and related activities in a manner to make the most efficient use of time and resources and to expedite completion of investigations to the extent possible; and collaborates with other departments and agencies to minimize duplication of efforts.

Oversees and obtains and executes warrants, assists other law enforcement agencies, conducts undercover investigations, pursues escapees and fugitives, makes arrests, and provides security.

Oversees and evaluates evidence and prepares comprehensive reports of investigations, and submits criminal cases for prosecution and administrative reports of abuse, neglect, and exploitation to TJJD leadership for discipline.

Oversees and provides training to law enforcement and juvenile justice professionals in the areas of identifying and reporting abuse, neglect, and exploitation; sexual misconduct investigations, excessive use of force, fraud, waste, and assists with the development of related training curriculum; and provides technical assistance regarding compliance with state laws and TJJD rules and to reduce risks of serious incidents.

Conducts routine, random, or specifically requested searches and inspections of facility premises, persons, and vehicles entering or on facility premises.

Maintains records of investigative cases, evidence, contraband, and property in accordance with state law and OIG record retention schedules.

Records all training and other activities and maintains such records; and completes monthly activity reports.

Collaborates with departmental staff in meeting established objectives and goals; shares information, identifies concerns and trends; and recommends improvements, policy suggestions, and identifying needs to resolve problems or enhance operations.

Collects and analyzes reports of serious injury, escape, youth on youth assaults and attempted suicide; issues reports regarding non-compliance with related state laws and TJJD rules; and issues reports regarding need for technical assistance. May be assigned as a computer forensic investigator.

May be assigned a canine partner for whom housing and care at the employee's personal residence will be required; trains the assigned canine partner in accordance with established standards to ensure continued certification; evaluates potential canine partners; ensures appropriate kennel maintenance and sanitation; ensures timely access of the canine partner to emergency veterinary care and other authorized medical services; and transports canine partner as needed.

Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures.

• Completes required documentation in the event of an accident/injury within requested time frames

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.



Qualifications:

MINIMUM QUALIFICATIONS

Graduation from an accredited four-year college or university with major coursework in criminal justice or a related field. Four (4) years of full-time wage-earning experience that may be any combination of the following: investigative or law enforcement work; canine officer or canine handler; military police; security officer; or experience as a correctional officer, parole officer, or probation officer working with juveniles or adults.

Required:

• Active Texas Commission on Law Enforcement (TCOLE) Basic Peace Officer license and be eligible for appointment as set forth in Texas Administrative Code, Title 37, Part 7, Chapter 217.

• Valid Texas Driver's License.

PREFERRED QUALIFICATIONS

• Associate's or Bachelor's degree in criminal justice, social work, behavioral science, legal studies, or a related field.

• Intermediate Peace Officer certification (TCOLE).

• Law enforcement investigative experience.

• Military police experience.

Experience and Education Substitutions:

    • A current TCOLE peace officer proficiency certification above the basic level may substitute for experience as follows: (1) intermediate - one year of experience; (2) advanced - two years of experience; (3) masters - four years of experience.
    • Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
    • Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
  • Pro-rated part-time experience may satisfy the experience requirement.


Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

Requirements for Continued Employment:

• Maintain a valid Texas Driver's License.

• Maintain a valid TCOLE peace officer license.

• Obtain and maintain required annual certification as a canine handler, if assigned a canine partner.

• Failure to maintain required licenses/certifications will result in termination of employment.

This position is subject to mandatory pre-employment drug testing and any offer of employment is contingent upon acceptable results from a drug screen conducted for the agency.
