BRIEF POSITION SUMMARY

This position performs complex (journey-level) work that supports the Texas State Guard (TXSG) and is a variation of grades appropriate to the amount and level of responsibility the position involves. Plans, implements, and performs the technical analysis and research of all aspects required to meet defined objectives. Work involves interacting with organizational leadership at all echelons. Work is performed independently within the defined objectives of the position. May supervise the work of others. Reports to the Deputy Operations Officer and works under general supervision with moderate latitude for initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Develops plans, programs, and policies for managing and administering current and projected organizational programs, including TXSG Mission Ready Packages.
  • Develops draft policies, concepts, and procedures to maintain an effective operation using personnel, equipment, and funding to support the mission.
  • Coordinates with the M-Day TXSG Operations Officer and ensures all TXSG planning and operational continuity.
  • Analyzes internal planning processes and recommends and implements procedural and policy changes to improve operations.
  • Manages, plans, assigns, and supervises activities of staff.
  • Plans and coordinates special assignments and programs.
  • Prepares and reviews operational reports.
  • Reviews and updates plans, policies, procedures, and orders.
  • Ensures administrative quality control.
  • Plans, conducts, and/coordinates workshops and programs.
  • May supervise the work of others.
  • Analyzes organizational missions and taskings outlined in organizational plans and command guidance to develop, adapt, modify, rewrite, coordinate, and implement plans.
  • Oversees and guides the TXSG Emergency Operations Center regarding operations, planning, organizing, and directing activities while activated during State Active Duty.
  • Plans, assesses, and supervises the work of TXSG Service Members assigned to the TXSG Emergency Operations Center upon State Active-Duty activations.
  • Participates in operational planning teams (OPT) and working groups (WG) to develop contingency plans, coordinate resources, and produce operation orders in support of organizational lines of effort (LOE).
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to support national emergencies, disasters, and other missions, including holidays and weekends.




Qualifications:

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution Allowed)


PREFERRED EDUCATION:

  • Graduation from an accredited college or university with major coursework in education, business administration, program management, or a related field is preferred.
  • Graduate of U.S. Army Command and General Staff College or service equivalent is preferred.


SUBSTITUTION:

  • Additional years of experience in operational planning or a closely related field may substitute for required education on a year-per-year basis.


EXPERIENCE:

  • Four years of experience in operational planning or a closely related field is required.
  • One year of supervisory experience is required.
  • Experience using Microsoft Office, including Outlook, Word, and Excel, is required.


PREFERRED EXPERIENCE:

  • Extensive knowledge and experience in leadership and advising of planning is preferred.
  • Prior Military Experience preferred.
  • Experience developing, planning, implementing, or evaluating operational activities is preferred.
  • Extensive experience overseeing complex staff planning and executing complex operations is preferred.
  • Experience in operational support processes involving the United States military in the active service is preferred.
  • Experience working in a volunteer organization is preferred.
  • Experience planning, coordinating, or conducting Defense Support to Civilian Authorities (DSCA) operations is preferred.
  • Experience in Military Decision-Making Process is preferred.
  • Experience in implementing and understanding Incident Command Structure is preferred.
  • Experience in managing and developing training budgets is preferred.
  • Experience developing operational products, including Operation Orders and Mission Command products is preferred.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • A valid driver's license is required. If you are not a Texas resident, you must obtain a Texas Driver's License within 30 days of entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.


OTHER REQUIREMENTS:

  • Membership in the TXSG is required. Must be a current member of the TXSG or eligible to join upon employment by TMD. The State Guard does not deploy outside the State of Texas.
  • Must meet certain physical requirements as identified by the position being selected.
  • Must pass a criminal history check to join the Texas State Guard.
  • The selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS

Office work is generally performed in a sedentary office setting, involving sitting, standing, and walking to perform job duties. Office work requires extensive use of a personal computer and telephone. The candidate must also be able to lift, carry, move, and set up equipment and materials weighing up to 50 pounds. Special assignments may occasionally be performed outdoors with inclement or hot weather exposure. The position requires the ability to travel up to approximately 25% of the time.
