BRIEF POSITION SUMMARY

Performs complex (journey-level) staff services work to include (sensitive and limited controlled access) data entry into systems using intranet/internet databases. Manages Command Support Staff (CSS) and unit level Human Resources work assignments. Assists with the planning, directing and coordination of staff service functions such as military personnel records processing and management, human resource management, accounting of financial resources, budgeting of current fiscal year's operations and maintenance, coordination of training needs for CSS, and projection of future needs with respect to O&M funds and manpower. Will work directly with the Commander, Security Forces Manager (SFM), Support Superintendent, Operations Superintendent, and Flight Sergeants to ensure accurate and timely processing of Military and State employee evaluations. Position reports to the SFM, works under general supervision of the SFM, and is expected to perform their duties using moderate latitude for the use of initiative and independent judgement.

WORK SCHEDULE: Tuesday - Friday, 10 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Analyzes internal processes and recommends procedural or policy changes to improve processes.
  • Plans and coordinates special assignments and administrative programs.
  • Plans and coordinates several staff service functions such as human resources, accounting, budgeting, purchasing, training, and property management.
  • Works with 147 Attack Wing (ATKW) Force Support Squadron (FSS) in the administration and monitoring of personnel actions using the Military Information Personnel Database System (MILPDS).
  • Works with the virtual Personnel Center Guard and Reserve (vPC-GR) and Air Reserve Personnel Center (ARPC) for the monitoring and verification of Military Performance Appraisals and submission and coordination of Awards and Decorations.
  • Oversees the entry, tracking and distribution of Annual Training orders in the Air Reserve Orders Writing System (AROWS).
  • Provides oversight in the entry and authorization of travel orders and travel vouchers in the Defense Travel System (DTS) for both Active Duty and Drill status Guardsmen.
  • Trains, certifies, and qualifies CSS personnel on assigned duties and responsibilities of the Security Forces (SF) administrative area.
  • Prepares and presents reports that track Military Performance Feedback worksheets, Performance Appraisals and Military Awards/Decorations submissions.
  • Works with the SFM or designee to screen, interview, and process State Employee applicants.
  • May also be asked to recommend and/or participate in the promotion, demotion, compensation merit increase, disciplinary action, transfer, and discharge of State Employees.
  • Assists in the development of programs or adjusts methods and procedures to comply with legislative or other Higher Headquarters (HHQ) changes.
  • Assists in planning and coordinating policies, interpreting, and ensuring compliance with applicable federal, state, and local laws, rules, or regulations.
  • Provides oversight in the coordination, routing, and publication of internal SF and ATKW instructions generated by the SF Squadron and the Wing.
  • Maintains professional and technical knowledge by attending educational workshops, benchmarking professional standards, reviewing professional publications, and establishing personal networks.
  • Assist the SFM in management of the Unit Manning Document by taking direction regarding the assigning and resigning members as necessary to meet mission requirements.
  • Performs other CSS related duties as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency's state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.




Qualifications:

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in a related field is required (Substitution allowed)


SUBSTITUTION:

  • Additional years of experience in administrating and coordinating human resources, budget and/or training program activities may substitute for required education.


EXPERIENCE:

  • Three years' experience in administrating and coordinating human resources, budget and/or training program activities is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.


PREFERRED EXPERIENCE

  • Experience in processing military orders is preferred
  • Air Force Human Resources Management experience is preferred
  • User Level Experience with MILPDS, AROWS, and DTS is preferred.
  • Moderate understanding of Air Force organizational structure and experience with Security Forces squadron level administrative operations/actions is preferred.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. Texas Driver's License will be required within first 30 days of employment. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.

PHYSICAL/WORKING CONDITIONS

Work involves standing, walking, stooping, kneeling, climbing, and crawling. Frequently lifts, carries and sets up equipment and materials weighing up to 40 pounds. Requires the ability to travel in and out of state to conduct business approximately 5% of the time.
