TPWD MISSION

GENERAL DESCRIPTION

Under the direction of the Internal Audit Director, this position performs entry-level information systems auditing work including performance, compliance, financial, and information system audits for the Internal Audit Department. Work is conducted in accordance with generally accepted government auditing standards, the International Standards for the Professional Practice of Internal Auditing, and Information Technology (IT) Audit standards, guidelines, and best practices. Work involves planning, conducting, and writing reports on technical audits involving information systems, platforms, and operating procedures. Assists in preparing audit findings regarding the efficiency, accuracy, and security of financial and non-financial programs. May train others. Works under close supervision, with minimal latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



Qualifications:

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree with major coursework in Accounting, Auditing, Finance, Management Systems Information, or closely related field.

Experience:

Two years progressively responsible experience in information system controls, security, operations, or IT audit work.

Licensure:

Applicant must possess a valid State driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required license and certification.

Background Check:

Required to pass a national fingerprint-based background check prior to employment offer.

ACCEPTABLE SUBSTITUTIONS:

Experience:

Graduation from an accredited college or university with a Master's degree in Accounting, Auditing, Finance, Management Information Systems, or closely related field may substitute for one year of the required progressively responsible experience in information system controls, security, operations, or IT audit work;

Current possession of Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or Certified Information Systems Security Professional (CISSP) may substitute for one year of the required progressively responsible experience in information system controls, security, operations, or IT audit work.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Master's degree in Information Systems, Accounting, Business Administration/Management Finance, Economics, Public Affairs/Administration, Business Information Systems, or closely related field. General understanding of State Government, oversight agencies and their functions.

Experience:

Four years experience in auditing with at least more than four years of progressively responsible experience in conducting IT audit work;

General understanding of State Government, oversight agencies, and their functions.

Licensure:

Certified Information System Auditor (CISA);

Certified Information Systems Security Professional (CISSP).

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of Generally Accepted Governmental Auditing Standards;

Knowledge of the International Standards for the Professional Practice of Internal Auditing;

Knowledge of generally accepted IT audit standards and practices promulgated by ISACA;

Knowledge of IT security and control practices of financial and non-financial systems, processes and practices; and of, IT management practices;

Knowledge of accounting methods, systems and business practices; of computer technology principles, terminology, and various automated systems;

Knowledge of electronic working papers using Teammate AM or Teammate +;

Knowledge of project management techniques;

Knowledge of state purchasing and contracting rules and regulations;

Knowledge of general state government and functions of oversight agencies;

Skill in using MS Word, Excel, PowerPoint, and Outlook;

Skill in effective verbal and written communication;

Skill in composing clear and concise audit procedures, findings and recommendations;

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

Skill in collecting and analyzing complex data; in evaluating information and systems;

Skill in drawing logical conclusions and assessing the effectiveness of internal controls over key IT risks;

Skill in identifying significant exposures;

Skill in analyzing transactions and management information;

Skill in detecting changes in key risks and/or control effectiveness;

Skill in developing appropriate recommendations to address risk exposures;

Skill in using analytical tools, data extraction tools and data analysis methods, and other computer applications;

Skill in using project management techniques;

Ability to gather accurate and relevant information and reach appropriate conclusions based on the information;

Ability to work effectively as a member of the audit team;

Ability to work independently with little or no supervision;

Ability to interpret statutes and regulations;

Ability to accurately complete and assemble audit working papers in accordance with audit standards;

Ability to maintain required professional education credits (CPEs) and training to keep in good standing for required certifications;

Ability to perform manual labor, including lifting supplies and materials up to 25 lbs.;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:

Hybrid telework opportunity may be available;
