Job Summary:

The Training and Education Director performs highly complex administrative duties to plan, develop, coordinate, participate in and evaluate all aspects of education and training including identified special projects. Projects will include (not limited to) needs assessments; product development and review; translation efforts (verbal and written); education activities; and other special projects as identified by organizational and grant opportunities. This position requires travel throughout the HNTC region to attend regional and national meetings, the Pacific Islands, and other international locations as requested.

Major Responsibilities / Duties / Critical Tasks:
• Recommend best practices to address identified issues.
• Assess training needs and activities through surveys and interviews with those working in TB public health, private practice, academic institutions, and other federal and state agencies across the nation and internationally.
• Identifies planning committee members and content experts for assigned projects.
• Participate on planning committees for Center's events.
• Establishes schedule for implementation of educational events.
• Arranges for and facilitates educational conferences, training workshops, and serves as faculty.
• Creates, organizes, plans, administers, and executes customized educational events.
• Designs and develops goals, objectives, content; identifies the target audiences to meet educational and organizational objectives to comply with accreditation standards for continuing education.
• Designs and develops e-learning courses with software using platforms.
• Collaborates with internal and external partners regarding instructional design or redesign of instructional materials.
• Assists with curriculum development process using various systems/applications digital/mobile technology, adhering to regulatory mandates.
• Conducts educational events and presentations utilizing a variety of educational delivery modalities such as in-person, web-based, audience response systems, video, e-learning, etc.
• Creates supporting material/media.
• Researches and evaluates training software programs to increase the effectiveness of training opportunities.
• Participates in the development, implementation and data analysis of CDC/COE joint needs assessments activities, reports findings and makes recommendations as directed.
• Develops systems and methods for evaluation of Center educational programs including developing pre/post-tests, evaluation forms, and documents competency levels, training completion, and assesses instructional effectiveness to determine the impact of training on the target audience.
• Responsible for maintaining updated curricula, participant, and faculty databases/training records.
• Responsible for building rapport with trainees, focal points, faculty and partners to encourage trust needed to establish networking resources amongst those involved with the identification, diagnoses, and treatment of those affected by TB.
• Responsible for managing and maintaining in-house training facilities and equipment, facilitating registration, seeking networking opportunities, and confirming participants.
• Provides technical assistance to the HNTC region and other requestors.
• Evaluates and makes recommendations regarding literacy levels to ensure products are written at an appropriate level for the target audience.
• Ensures educational materials undergo appropriate expert, peer and supervisory review, evaluation and field testing.
• Offers presentation research, development, proof, and editing assistance to HNTC staff.
• Serves as a participant for TB Focal Points in the Heartland Region.
• Attends TB Education and Training Network (ETN) and Focal Point meeting(s).
• Serves as primary Focal Point contact in the TB Program for the CDC Division of TB Elimination and COE education and training activities, including needs assessment, capacity building, and resource development/sharing.
• Provides technical assistance to states to ensure development and implementation of their Human Resource Development plan.
• Writes articles, provides information for inclusion on the website and in Heartland National Tuberculosis Center (HNTC) newsletters.
• Prepares comprehensive narrative containing technical findings, conclusions, and recommendations.
• Assists with preparation of proposal applications, evaluation tools, summaries and reports for funding from private and public sources.
• Participates in workgroups and organizations dealing with tuberculosis and education/training issues as directed by HNTC leadership.
• Maintains liaisons with public and private institutions and agencies to determine the needs for special program requirements and modifications.
• Collaborates with multiple divisions within the Centers for Disease Control (CDC), identifies personnel from other Centers of Excellence (COEs), Federal Training Centers, partner sites, focal points, and partners involved in collaborative efforts such as joint COE projects, product development, international projects, and other projects as identified by CDC and HNTC leadership.
• Adheres to internal controls established for the department.
• Other related duties as assigned.

Accompanying Knowledge, Skills, Abilities and Competencies:

  • Excellent communication skills (written and spoken).
  • Knowledge of communicable and/or chronic diseases.
  • Knowledge of tuberculosis.
  • Solid knowledge of course development software and at least one Learning Management System.
  • Visual design skills (Photoshop, Illustrator).
  • Ability to storyboard.
  • Ability to write effective copy, instructional text, audio scripts/video scripts.
  • Fluent in Spanish.
  • Ability to perform written translation as required by projects such as translation of educational materials, e-mail communications, and other correspondence (agendas, curriculum vitas, meeting minutes, etc.).
  • Knowledge of public health practices
  • Knowledge of traditional and online instructional design
  • Knowledge of Adobe Creative Cloud Suite and Adobe Captivate Prime
  • Knowledge of modern training methods and techniques
  • Knowledge of needs assessment activities, evaluation and analyzation
  • Ability to complete full training cycle: assess needs, plan, develop, coordinate, facilitate, evaluate
  • Ability to evaluate training programs, methods, and materials, and choose those that best fit each situation

Qualifications

Qualifications

Required Education / Experience:

Bachelor's degree in related field.

Two (2) years' experience in initiating healthcare-based education, educational design and curriculum development.

Experience in lieu of education may be substituted on a one-to-one basis.

Experience working with HTML and CSS.
