Job Summary

This position is located in the DC Department of Public Works (DPW), Human Capital Administration (HCA), Public Works Academy Office. As a Training Specialist, is a member of the Training, Education, and Development team in the Public Works Academy (PWA). PWA is the department's central learning, development and training unit established to meet the diverse talent development needs of the department.

The incumbent plans, coordinates and conducts both on-the-job and classroom training as part of a formal program to improve knowledge and skills to any target level in a recognized trade or related line of work for employees in DPW. Training includes but may not be limited to Commercial Driver's License (CDL) Class B training, Equipment Operation, Defensive Driving for the Professional Truck Driver, CPR/Fist Aid safety practices and characteristics of material, knowledge required for technological changes and tools related to the occupation and perform quarterly Facilities Inspections throughout the Agency.

Duties and Responsibilities

Conducts learning-related needs assessments and analysis and designs, develops, and facilitates customized courses, programs and to learning interventions that are aligned with the department's strategies, its learning, development, and training plan and encompasses all aspects of achieving the department's learning and business objectives - Including what happens before, during and after learning, development, and training session - to contribute to and drive organizational result. Develops lesson plans for the day-to-day classroom instruction, prepares course outlines and independently gears training methods to individual learning differences among employees. Designs course outlines and training aids by drawing upon their personal experiences and study of trade publications.

Adapts and/or revises daily lesson plans, develops, and administers quizzes, evaluates trainee's progress, and counsels students as required. Develops, modifies and/or adapts training aids and methods as necessary. Makes arrangements for and conducts a variety of workshops and utilizes a variety of learning methods including technology-based methodologies. Make arrangements for and conducts a variety of workshops and seminars. Makes recommendations concerning the most advantageous presentation format and use of audio-visual equipment for employee certification in trade, craft, and technology skills. Keeps abreast of latest industry trends and advances. Establishes and maintain relationships with organizations associated with trades, craft, and laboring occupations to collect information for training courses and to exchange information.

Qualifications and Education

Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled.

OR

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Examples of specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
