Official Position Description:

In the Office of Materials Management (OMM) acts as cement & concrete staff specialist (i.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others & assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable regarding one technical specialty, or type of facility or equipment or program function). Supervises transportation technicians (e.g., provides developmental opportunities, develops & prepares goals & action plans for, monitors progress & assesses performance, assigns work, approves leave, recommends discipline when necessary, etc.). Plans & administers work assignments; analyzes designs, test data & other engineering documents for conformance to the plans & specification, laboratory procedures for compliance to applicable specification (i.e., ATSM, AASHTO, ACI); administers & maintains laboratory certification. Conducts field reviews in order to evaluate production & construction processes. Prepares, implements & reviews design & procedure revisions in order to ensure adaptability & eliminate problems at the project sight. Ensures that all approved materials (i.e., concrete, pozzolans, sealers, patching materials & epoxies) are in compliance with applicable specifications. Conducts inspections for plant certification, QC/QA & Quality Assurance Reviews. Signs plans &/or other engineering documents as registered professional engineer, documents as registered professional engineer & conducts quality assurance reviews.

Oversees & conducts research & product evaluations in order to assess the applicability & effectiveness of existing & new materials. Develops & schedules test procedures, performs literature reviews, interprets data, writes reports and recommends new, & revisions to existing specifications. Provides training to laboratory, department &/or industry personnel. Maintains proficiency at test procedures, equipment calibrations & maintenance. Performs other duties as assigned.

Position designated Career Professional per Section 5501.20

Qualifications
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.

-ACI Field Testing Technician & ORMCA Technician certification. Individuals must attain certification within 60 days of their starting date or as soon as class is available.
