Position Information

TxDOT's Austin District Portfolio Office is looking for a Transportation Engineer II, III, IV, or V position. This position will involve active roadway design and project management for primarily consultant managed projects. Some of these projects will consist of complex urban and rural safety improvement projects, infrastructure, and mobility projects, as well as innovative intersection improvements, freeway ramp reversals and drainage projects.

Applicants should have substantial consultant management experience in roadway design, work authorization scope development, the supplemental work authorization and contract supplemental agreement process, as well as level of effort and fee negotiations. They should be experienced with PEPS invoice processing and provider evaluations. Applicants should also have some knowledge of computer aided drafting operations, Bentley / MicroStation Open Roads Designer (ORD) CAD software, as well as basic PS&E preparation and TxDOT Roadway Design Criteria.

This position is for ONE Transportation Engineer II, III, IV, or V. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Salary Plan/Grade:

Transportation Engineer II: B25 ($78,000.00 - $90,000.00/yearly)

Transportation Engineer III: B26 ($86,400.00 - $102,000/yearly)

Transportation Engineer IV: B27 ($93,600.00 - $110,400.00/yearly)

Transportation Engineer V: B28 ($102,000.00 - $120,000.00/yearly)

Position Description

This position performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

The essential duties for a Transportation Engineer II, III, IV or V:

  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Negotiates fees, explains scope of work and monitors consultant design contracts.
  • Assists with design, computer operations and plan preparation.
  • Develops and reviews engineering related documents, correspondence, reports, and remediation plans.
  • Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
  • Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.
  • Performs and assists with design, computer operations and plan preparation.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Performs other job responsibilities as assigned. This position requires you to drive for TxDOT.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer II:

    • 5 YEARS engineering, transportation engineering, or related engineering experience


Transportation Engineer III:

    • 6 YEARS in Transportation engineering or related engineering experience


Transportation Engineer IV:

    • 7 YEARS in Transportation engineering or related engineering experience


Transportation Engineer V:

    • 8 YEARS in Transportation engineering or related engineering experience


For All Levels :

(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Preferred Qualifications:

  • Designing and managing roadway and multi-modal transportation projects.
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates, cross sections, and 3D models.
  • Developing plans specifications & estimates (PS&E).
  • Performing detailed design review and revisions.
  • Selecting appropriate project specifications, developing preliminary and detailed estimates
  • Managing consultants on roadway design projects development.
  • Developing scopes of work, negotiating Level of Effort and related fees for consultant contracts.
  • Managing and evaluating consultant contracts.


Competencies:

Transportation Engineer II, III, IV or V:

  • Design and plan preparation methods and requirements
  • Applicable plans, specifications and estimates preparation, review, processing, and compliance requirements
  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Geometric design relationships to traffic operations, maintenance, and construction
  • The utility industry and applicable laws, rules, and regulations
  • Construction, operation, and maintenance of traffic control devices
  • Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory
  • Water quality and storm water management
  • Contract development and oversight
  • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner


Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more.
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
