Position Information

TxDOT's San Antonio District is looking for a Transportation Engineering Supervisor to oversee two of the San Antonio District's Central Design Team. Looking for candidates with solid design experience and some construction experience to lead a team of engineers, engineers-in-training, and design technicians. The San Antonio design teams gain valuable experience on all types of projects, ranging from off-system bridges, overlays, rehabilitation projects, to larger scale freeway expansion and interchange projects. This position will also work closely with all functional areas of the District, including, but not limited to construction, traffic, maintenance, and planning to provide technical reviews and problem solve design challenges to ensure applicable design criteria is maintained.

Position Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Oversees design team of technical staff to develop Plan, Specification & Estimates for transportation projects.
  • Makes presentations and represents TxDOT.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Participates in district plan review activities
  • Reviews, monitors and develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.
  • Supervises professional and administrative staff.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*


*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Competencies:

  • Transportation design engineering principles, practices and methods and the application of engineering theory
  • Hydrologic, hydraulic and geotechnical design activities and principles
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Design and plan preparation methods and requirements
  • Performing basic design and drafting
  • Facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions
  • Scheduling work assignments
  • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees


Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions.
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Stooping-bending body downward and forward by bending spine at waist
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
