Join TxDot's Alternative Delivery Division as a Lead Worker helping oversee the alternative delivery (design-build) program's projects in the design, construction, and or/maintenance phases.This Lead Worker is based out of TxDOT's Stassney Campus in Austin and performs highly advanced and complex transportation engineering work in one or more functional areas to include design, construction, and/or maintenance for the Alternative Delivery Division's design-build program.

Position Description

Performs highly advanced and complex transportation engineering work in one or more functional areas to include design, construction, and/or maintenance for the Alternative Delivery Division's design-build program. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Serves as a Lead Worker and reports to the Section Director.

Essential Duties:

  • Develops, coordinates, and supports the design, construction, and maintenance activities for new methods, procedures, and technologies for Alternative Delivery Projects.
  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, and/or quality while utilizing available resources and maintaining the agency's program objectives.
  • Serves as project/team leader for advanced and highly complex design-build projects
  • Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.
  • Advises on and supports routine through complex contract questions in daily support of District / Division contract users.
  • Analyzes and assists in the resolution of contract problems, disputes, and claims for design-build projects.
  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
  • Assists in the development, publishing and delivery of technical training and guidance to project personnel on administration of design-build projects.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Performs/monitors field applications of experimental features or other innovative methods.
  • Administers the signature authority matrix in the review and oversight for the design-build change orders, supplemental agreements, memorandum agreements and extra work orders.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 8 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer


*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • Government programs and operations affecting highway and transportation development
  • Highway construction design and maintenance applications
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering policies and procedures
  • Construction phasing and sequencing
  • Program/project planning, development, and management methodologies
  • Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool
  • Cost estimating and cost controls


Considerable knowledge of

  • Risk management and contingency planning
  • Contract development and oversight


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
