Position Information

TxDOT's Austin District Portfolio Office is looking for a Transportation Engineer V to fill ONE open position that will serve as a Team Leader. This position will oversee plans specifications and estimate (PS&E) development and project management. This position will involve active roadway design and project management for primarily internally designed projects. Some of these projects will consist of complex metro, urban and rural, infrastructure and mobility improvements, as well as innovative intersection design, freeway ramp reversals and drainage projects.

Applicants should have a working knowledge of computer aided drafting operations, specifically Bentley / MicroStation Open Roads Designer (ORD) CAD software, roadway transportation plans preparation and be able to assist team members with active CAD design of internally developed roadway and multi-modal transportation engineering projects. Applicants should also have some consultant management experience in roadway design. They should have some experience with Work Authorization Scope of Work development, Level of Effort and Fee Negotiation, PS&E schedule planning/management, as well as plans preparation and be able to assist with milestone deliverable submissions.

Position Description

This position performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management
  • Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
  • Performs and assists with design, computer operations and plan preparation.
  • Develops and reviews engineering related documents, correspondence, reports, and remediation plans.
  • Coordinates and monitors assigned projects/programs/plans.
  • Negotiates fees, explains scope of work and monitors consultant design contracts.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
  • Performs other job responsibilities as assigned. This position requires driving for the Department.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 8 YEARS engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Safety Impact Certificate


Safety Impact certifications are not required at the time of application. As required, the Safety Impact certifications will be issued by TxDOT at the time of hire.

*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools.
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Talking expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication.
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
  • Close Visual Acuity-work includes visual inspection of small defects/parts.
  • Visual Acuity-determine work quality/make general observations of facilities/structures.
