Pay Range

$142,050 - $218,868 Annually
$142,050 - $182,388 Annually for the TSS.3 level
$170,430 - $218,868 Annually for the TSS.4 level

Job Description

The Environment, Safety & Health (ES&H) Directorate has an opening for aSafety Basis Analystto support the Packaging and Transportation Safety Functional Area (PATSFA) who will report to the Safety Basis Division Leader. This role supports the preparation, review, and maintenance of the Documented Safety Analysis (DSA) and Technical Safety Requirements (TSRs) for Site 200 Hazard Category 2 and 3 Packaging and Transportation Operations at LLNL. The selected candidate will bring experience in hazard analysis for nuclear, radiological, chemical, waste storage, and explosive facilities.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will
  • Provide technical leadership in the preparation, review, and maintenance of PATSFA technical documents such as safety basis calculations, Unreviewed Safety Question (USQ) documents, Documented Safety Analyses (DSA), Technical Safety Requirements (TSRs), and nonnuclear safety basis documents.
  • Prepare and review PATSFA regulatory compliance documents and procedures.
  • Serve as a PATSFA technical liaison to other LLNL programs and activities.
  • Represent the Safety Basis Division to other organizations at LLNL.
  • Interface and respond to LLNL and DOE assessments.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level
  • Provide subject matter expert advice to PATSFA management to support regulatory compliance for programs/clients, including associated workload planning and scheduling.
  • Use independent judgement to proactively identify and analyze complex issues for presentation to PATSFA management.
  • Exercise decision-making authority on select technical and regulatory issues as liaison to LLNL user programs.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelors degree in a scientific or engineering discipline, or equivalent experience.
  • Familiarity with application of 10 CFR 830, DOE-STD-1027, and other relevant guidance to Hazard Category 2 and 3 packaging and transportation activities.
  • Familiarity with DOE transportation activities and nuclear regulatory structure.
  • Experience with hazard identification and evaluation to facilitate accident scenario development, material release estimates, or documentation of accident consequences and probability of occurrence.
  • Experience writing and reviewing technical and/or regulatory documents and maintaining administrative processes.
  • Advanced verbal and written communication skills to interact with a wide spectrum of personnel, including mid-level management.

Additional qualifications at the TSS.4 level
  • Significant experience in nuclear transportation activities.
  • Significant experience with hazard identification and evaluation to facilitate accident scenario development, material release estimates, or documentation of accident consequences and probability of occurrence.
  • Extensive experience writing and reviewing technical and/or regulatory documents and maintaining administrative processes.

Qualifications We Desire
  • Operational experience with packaging and transportation activities.
  • Experience with application of 10 CFR 71, Packaging and Transportation of Radioactive Materials , 49 CFR 173, General Requirements for Shipments and Packaging , DOE O 460.1D, Hazardous Materials Packaging and Transportation Safety, DOE O 461.1C, Packaging and Transportation for Offsite Shipment of Materials of National Security Interest and DOE O 461.2, Onsite Packaging and Transfer of Materials of National Security Interest .
  • Ability to use analytical software (e.g., ALOHA, EPIcode, HOTSPOT, MACCS2).

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
