TxDOT's Austin District is looking for a Transportation Specialist III, IV or V for our Bastrop Area Office. Provide technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

This position is for one Transportation Specialist III, IV or V. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Salary Plan/Grade:

Transportation Specialist III: B21 ($54,278.00 - $87,046.00/yearly)

Transportation Specialist IV: B22 ($57,614.00 - $93,138.00/yearly)

Transportation Specialist V: B24 ($65,104.00 - $106,634.00/yearly)

Position Description

This position provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Responsibilities for a Transportation Specialist III :

  • Assists in overseeing design work among TxDOT entities, consultants and contractors
  • Assists in overseeing project design involving design calculations and sketches of plans layouts and typical sections
  • Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Develops and prepares consultant work orders and agreements.
  • Oversees permit operations.
  • Reviews and oversees plan packages submitted by consultants.
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems. (ITS)
  • Reviews area office contract submissions and coordinates process with area engineers
  • Performs other job responsibilities as assigned.


Additional Responsibilities for Transportation Specialist IV:

  • Assists in overseeing complex design work among TxDOT entities, consultants and contractors
  • Performs complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan

    development.
  • Develops and monitors budgets


Additional Responsibilities for Transportation Specialist V:

  • Analyzes construction, maintenance and building contract specifications conflicts and ambiguities
  • Oversees design work among TxDOT entities, consultants and contractors.
  • Oversees project design involving design calculations and sketches of plans, layouts and typical sections.
  • Evaluates and analyzes highly complex design issues.
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.


Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience For All Levels: 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Safety Impact Certificate required.


Preferred Experience :

  • Transportation Specialist IV : 6 YEARS experience t ransportation design, construction, traffic operations, maintenance, bridge inspection experience
  • Transportation Specialist V: 7 YEARS experience t ransportation design, construction, traffic operations, maintenance, bridge inspection experience


(Experience can be satisfied by full time or prorated part time equivalent).

  • Applicable industry safety standards, guidelines, and specification codes


Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Repetitive Motion-substantial movements of the wrists, hands, and finger
