Description:
\n
This position manages on-time, scheduled bus service and daily, direct supervision of bus operators. Investigates incidents / accidents and directs LYNX personnel at the scene of an accident. Ensures safe and efficient transportation service through coaching and counseling of bus operators. Leads bus operators to adhere to departmental policies and procedures, the Work Rules, and Memorandums of Agreement. Oversees the day-to-day job duties of farebox pullers. Operates buses during emergency situations.*

Essential Functions:
\n
    \n
  • Performs supervisory duties in LYNX's window dispatch, radio communications center, and field assignments. Incumbents may rotate through both assignments and are expected to obtain training and required certifications for any assignment.
  • \n
  • Manages on-time dispatching of operators to ensure efficient delivery of all (but not limited to), scheduled service, stand-by assignments, \"duties\" (straight, split runs), part-time \"duties\" and \"trippers\" on a daily basis in adherence to the contractual provisions, and through the use of independent judgment. Ensures compliance with city, local, state, and federal laws governing transit services. Initiates communication with the city's police, safety, and fire departments as well as local construction companies that might affect service.

  • Supervises and counsels bus operators, achieving maximum productivity and high employee morale. Monitors operators by riding the system to evaluate operator efficiency; records absenteeism and tardiness; recommends additional training when needed; writes disciplinary violations on operators; documents information used for progressive discipline in conformance with LYNX policies and the Collective Bargaining Agreement; ensures on-time performance of operators.

  • Serves on interview panels and makes recommendations for selection of potential new bus operators and/or transportation supervisors.
  • \n
  • Ensures minimum variation in scheduled bus service and passenger safety through managing on-site street operations, computerized radio equipment; and independent knowledge of LYNX's service area, applicable traffic laws, policies, procedures, and union contract.
  • \n
  • Resolves day-to-day operating problems that arise, including but not limited to: vehicle breakdowns, accidents, and missed or late routes. Makes appropriate decisions regarding restoring or maintaining service, using independent judgment.
  • \n
  • Administers and supervises system \"Picks\" (new schedules and work assignments) to include, but not limited to: run, holiday, and special event \"Picks\".
  • \n
  • Supervises the dispatching of operators in accordance with established schedules. Assigns all day standby (extra-board) assignments, \"duties\" (straight and split runs), part-time \"duties\" and \"trippers\" on a daily basis in accordance with LYNX policies and union contract. Responsible for approving, and documenting any irregularities in scheduling such as misses.

  • Enforces departmental policies, the Work Rules, Memorandums of Agreement, procedures, and employee attendance.
  • \n
  • Maintains informative communications with the public and passengers pertaining to LYNX service, schedules, and necessary changes due to emergencies and special events/circumstances. Resolves passenger disputes related to provision of service. Investigates complaints, to resolution, and communicates same.
  • \n
  • Makes recommendations to management to improve operations, decrease turnaround times, and streamline work processes. Works cooperatively and jointly to provide customer service.
  • \n
  • Monitors conditions of streets, bus stop areas, bus shelters, broken sign posts, broken bus stop signs, overhanging tree limbs, overhanging post, etc.; reports findings as needed. Establishes detours as necessary.
  • \n
  • Informs Customer Service of adverse weather and road conditions, detours, schedule changes, and delays.
  • \n
  • Investigates and documents employees' injury/workers compensation claims.
  • \n
  • Operates buses during emergency situations. *

  • Performs other duties or special assignments as may be required or assigned.
  • \n

Required Qualifications:
\n
    \n
  • High School diploma or G.E.D. plus two years of supervisory experience.
  • \n
  • Two years of college coursework (at least 60 credit hours) in public transportation or public/business administration, or a related program; or four years of leadership experience may be substituted for required supervisory experience. Leadership experience may include line instructor, training instructor, or other relevant experience in a leadership role.
  • \n
  • Must have a Florida CDL Class \"B\" license with airbrakes and a passenger endorsement. Or, possess a Florida CDL Class \"B\" permit with airbrakes and a passenger endorsement prior to hire.
  • \n
  • Must possess and maintain a safe driving record.
  • \n
  • Must pass a DOT physical examination and drug screen and maintain a valid medical examiner's certificate.
  • \n
  • Must be able to communicate clearly and effectively in English, both orally and in writing.
  • \n
  • Must become familiar with the Collective Bargaining Agreement, Operators Guide to Daily Operations and Work Rules, and LYNX administrative rules, policies and procedures within 30 days of hire.

Desired Qualifications:
\n
    \n
  • Previous experience in public transportation with knowledge of transit operating procedures, rules, and regulations.
  • \n
  • College degree from a regionally or nationally accredited institution in public transportation or public/business administration or a closely related field.
  • \n
  • Bi-lingual or multi-lingual
  • \n
  • Working knowledge of CAD/AVL.
  • \n
\n

  • Working knowledge of currently used computer hardware and applicable software at an intermediate level of proficiency.
  • \n
  • Ability to learn to use and effectively operate new computer hardware, software, and other communications technologies as implemented by LYNX.

Work Environment and Special Considerations:
\n
    \n
  • Works various shifts to include days, nights, Saturdays, Sundays, and holidays. This is a 24 hour/7 day a week operation.
  • \n
  • Employees in this position must comply with all requirements of the Federal Transit Administration (FTA) regarding the testing of safety sensitive‐employees. This position is considered safety‐sensitive under FTA drug and alcohol regulations (49 CFR Part 655).
  • \n
  • LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX's emergency preparation and response efforts during an emergency or disaster and as such, requires 24-hour availability in the event of an emergency or disaster.

  • Supervisors will be used to operate buses during emergency ESF-1 operation such as:
  • \n
  • Shelter Operations
  • \n
  • Assisted Living transports
  • \n
  • If Operators are unable to drive a bus back to the yard due to accident or incident
  • \n
\n
This will only be put in place when these situations are deemed an emergency. Transportation Supervisors will be placed in refresher training each year.
\n
Rate will be determined by qualifications of candidates who exceed the minimum requirements.
\n
