The Division of Executive Budget and Finance (DEBF), State Controller's Office (SCO) provides centralized financial management, accounting, and internal control services; maintains the books of account, capital accounting services, cash management services, and summarizes and publishes necessary financial information, including the Comprehensive Annual Financial Report and the budgetary-based Annual Fiscal Report.

This position will lead the Treasury Services Section within the State Controller's Office and will be headquartered at the DOA State Administration Building: 101 East Wilson Street, Madison, WI 53703. Based on current DEBF policy and the business needs within the unit, this position would work from their headquarter location at least two days per week with the possibility of working from home the remaining days.

Position Summary

The Treasury Services Section Chief will be the primary subject matter expert for the State's banking services contracts including managing the statewide programs including Electronic Lockbox Services, the Local Government Investment Pool (LGIP), and Central Federal Draw(CFD).

This position is directly responsible for key treasury management policies and procedures used by all state agencies and will prepare a variety of required financial reports and responses to inquiries from the Legislative Audit Bureau (LAB) and those resulting from proposed legislative changes that affect cash flow and treasury management.

This position will also oversee the State Payment Register compilation and distribution, which is a record of payments that Wisconsin state agencies made to Wisconsin municipalities and counties. SCO assists the Department of Revenue in compiling this register based on information from state agencies. Municipalities may use this register to assist in their own municipal audit process.

Salary Information

This is a career executive level position in schedule-range (81-02) with an annual salary between $97,760 and $106,080 ($47.00/hr - $51.00/hr). An additional $1.00/hr CPA add-on may be given depending on qualifications. A 2-year trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications

Qualified applicants will have experience in :
  1. Utilizing a complex ERP accounting software system
  2. Accounting duties such as cash management, accounts receivable management, banking, or similar
  3. Reviewing policies and procedures related to financial or accounting processes (e.g. documenting, implementing, developing, or similar)

In addition to the minimum qualifications, well-qualified applicants may have :
  • Experience supervising a team of professional auditors and/or accountants
  • Certified Public Accountant Licensure
