Description:

The TBCP Project Manager oversees the Santa Fe Indian School's (SFIS) broadband infrastructure and related initiatives including Project Management. The role supports the SFIS in the implementation of broadband infrastructure for educational needs. The Project Manager will be responsible for overseeing and driving the successful execution of existing and new SFIS broadband related projects from inception to completion. This role requires a strategic thinker with exceptional organizational and leadership abilities to manage resources, timelines, and deliverables effectively. The ideal candidate will have a proven track record of managing complex projects, excellent communication skills, and the ability to foster collaborative relationships with stakeholders at all levels. The person in this position will develop and manage existing project initiatives and documentation, including project schedules, weekly and monthly status reports (including SFIS Board of Trustee and Pueblo Governor), presentations, risk logs, action logs, issue logs, and similar assets as necessary. Additionally, and with the assistance of project team members, the Project Manager will work proactively to gather information required for analysis of project cost, resources, time, perform grant compliance activities and other project-supporting deliverables.

Qualifications:
  • 5- 6 years of experience managing cross-functional projects of medium to high complexity.
  • 5-6 years managing realty and other jurisdictional issues with the Bureau of Indian Affairs.
  • Experience with IT broadband in NM, infrastructure and support process and documentation.
  • 10 years experience, implementing federal, state and non-profit grants and projects.
  • 10 years experience, knowledge and expertise in the implementation of projects within SFIS and within New Mexico Pueblos and Tribal communities.

Essential Duties and Responsibilities:
  • Creates and Maintains Project Plans: Develops, and continually updates, detailed project/program management plans. Develops work breakdown structures based on the project objectives and scope. Ensures PM methodology is adhered to.
  • Supports the Management of the IT Infrastructure Project Portfolio: Work with appropriate IT and business stakeholders to define, prioritize and manage the pipeline of potential future IT infrastructure projects. Work with stakeholders on reporting the status of all projects based on established project management criteria. Facilitate the process to accelerate, decelerate, add to or remove projects from the portfolio.
  • Engage with Federal, State, Tribal, Pueblo, and other Governmental executives, as needed
  • Reporting: Prepares status reports to convey project scope, goals, milestones, budget, risk, status, change requests, and critical issues to Stakeholders and project team.
  • Develop and Maintain Project Schedules: Incorporates regular updates from each functional team.
  • Perform Project Resource Management: Provides work direction and leadership to assigned projects, including scheduling, assignment of work and review of project efforts. Identifies project resource requirements and staff assignments. Checks for staff availabilities. Updates the project plan with work assignments.
  • Conducts Risk Management: Maintains documentation for identified risks and mitigation strategies. Proactively gathers and updates risk status and documentation as needed to provide to SFIS Superintendent and SFIS leadership.
  • Support Contractor Management: Writes RFPs and manages proposal review and procurement. Works with project contractors and subcontractors to analyze and document expectations for projects based upon approved project requirements.
  • Support the Following SFIS Projects and Grants to Completion:
    • New Mexico Indian Affairs Department (NMIAD) Capital Outlay
    • NM State funding to support the Broadband initiatives at SFIS (I.e. COOL)
    • National Telecommunications and Information Administration (NTIA) Santa Fe Indian School (SFIS) Pueblo Education Network (PEN)
    • Other not-for-profit funding to support SFIS broadband initiatives.
  • Provide Overall Project Administration: Schedules program team meetings, proactively documents meeting minutes, track issues, decisions and action items, and follow-up between meetings to drive issues to progress and closure.
  • Complete Long Term Leases to support the SFIS PEN and the NM Indian Affairs Department Capital Outlay Project Infrastructures.
  • Working with SFIS leadership and the SFIS legal counsel on legal documents:
    • Easements, Agreements, contracts, etc. with Pueblos, Tribes, Local Governments, contractors, subcontractors, and other entities.
  • Working with NMDOT to collaborate on installation of infrastructure in existing NMDOT footprints:
    • Areas and locations of collaboration along roads and lands to install critical middle mile infrastructure
    • Ensure NMDOT permitting is completed and compliant
  • Securing storage spaces or locations for materials for IT infrastructure projects:
    • Ensuring it is financially, physically and logistically feasible.
    • Work on the documentation of any costs or agreements.
  • Ensure that grant and project reporting is complete, including SFIS Financial Closeouts:
  • Responsible for all local, state, and federal program reports, grants and proposals, and compliance.
    • This includes monthly reports, quarterly reports and annual reports
  • Participate in and/or lead networking and collaboration events:
    • Federal, State, and Tribal IT/Broadband events to increase and facilitate collaboration and successful installation of the SFIS IT infrastructure
  • Other Support Duties as Needed: Performs other duties or special projects as required or as assigned.
  • Comply with the SFIS Code of Conduct and adhere to the SFIS HR Policies and Procedures.
  • Comply with all Board of Trustees (SFIS) policies and administrative regulations.

  • Works closely with other federal, state, Pueblos, and local IT Leaders to understand technology and business needs and goals for the Pueblos and through the state and region
  • Interacts with other information technology and operations project managers, SFIS personnel, contractors, and other functional or support organizations.

Work Environment, Safety, and Equipment

Standard office working environment with some remote work requirements. Work and travel throughout NM required. Work is generally performed in an office setting. Frequent use of communication equipment and computers. Evening, holiday, and weekend work may be required. Must be able to work within various degrees of noise, temperature, and air quality. Interruptions of work are routine.

Safety and Health Requirements:
