General Job Description: The Fund for Veterans' Assistance awards competitive reimbursement grants to non-profits and units of local governments serving Texas veterans and their families. The Grant Specialist serves as a member of the Texas Veterans Commission Fund for Veterans' Assistance team. Performs complex grant administrative, coordination and programmatic work. Work involves interacting directly with grantee organizations to review, evaluate and process periodic reports and reimbursement requests from grantees. Grant Specialists will also assist with application and competitive grant selection processes. To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.

Essential Duties and Responsibilities:

• Establishes and maintains communications as the primary point of contact with assigned grantees via email and phone for the term of the grant.

• As a grantor, manages a grant portfolio of 20-30 grantee organizations serving Texas veterans and their family members.

• Reviews and processes programmatic and fiscal reports from organizations. Works with stakeholders to report and resolve technical and process-related issues.

• Reviews submitted grant applications based on established criteria.

• Reviews monthly expenditure reports for allowable expenses and prepares reimbursement requests. Responsible for applying policies, rules, and regulations regarding grant administration.

• Responsible for grant administration via TVC's electronic grant portal.

• Verifies and coordinates grant closeout eligibility for grantees.

• Must have excellent oral and written communication skills.

• May prepare and deliver presentations to stakeholders and the business community.

• Work hours other than 8-5 may be required.

• Performs other tasks as assigned.

Qualifications:

Education: Bachelor's degree from an accredited college or university. Experience may be substituted for education on a year-by-year basis. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.

Experience: Two (2) years of experience as cashier, bank teller or banking related experience, business administration, financial experience or public administration.

Preferred Experience and Qualifications:

Graduation from an accredited four-year college or university with major course work in accounting, business or public administration or a related field.

Experience with an electronic grant management system is preferred.

Experience working for a state agency or nonprofit is preferred.

Honorably discharged veteran preferred.

Additional Requirements:

A valid Texas Driver's License must be provided within 90 days of hire.

Knowledge Skills and Abilities:

Knowledge of Code of Federal Regulations (CFR200).

Knowledge of Texas Grant Management Standards (TGMS).

Knowledge of laws and regulations pertaining to grants and/or contract administration.

Knowledge of Microsoft Office Suite such as Outlook, Word, Excel, and PowerPoint.

Knowledge of Adobe Pro - creating, editing, merging PDF files.

Skill in grant preparation, development and reconciliation.

Skill in report writing and operating a computer with applicable software. Skilled at working in a team environment and facilitating working relationships. Ability to interpret guidelines, policies, procedures and regulations.

Ability to evaluate fiscal data for reasonableness, necessity and conformity with grant requirements. Ability to communicate effectively both orally and in writing.

Ability to perform work within the required time and can meet scheduled deadlines.

Environmental & Physical Conditions:

Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
