The Staff Services Manager I ("Unit Chief') is part of a mission-driven team committed to ensuring safe, high-quality care for people receiving treatment for substance use disorders (SUD). The Unit Chief is responsible for providing guidance and expertise for all aspects of the development, implementation, maintenance, and oversight of Department of Health Care Services (DHCS) regulations, policies, and procedures relating to legal requirements for licensed and/or certified SUD treatment programs statewide. Responsibilities for this position include delegating, monitoring and evaluating staff work for accuracy, ensuring timely review and processing of all DHCS licensed and/or certified SUD treatment program applications.

The Unit Chief oversees staff who ensure program compliance with policies, statutes, and regulations. The Unit Chief will set goals, priorities, and timelines for the unit; evaluate processes and procedures related to the work and responsibilities of the unit and revise as needed. Responsibilities will include coordination, analysis, completion and/or review of information notices, budget proposals, bill analyses and other sensitive and complex writing assignments. The Unit Chief will be responsible for recruiting, hiring, and developing staff, in addition to evaluating employee performance. Up to 30% of weekday time may be spent in overnight statewide travel. Transportation by airplane, train, automobile, and other transportation is required.

The Licensing and Certification Division (LCD) focuses on compliance with State and Federal statute, regulations, and other governing requirements. LCD oversees licensing and certification functions, monitoring, and complaints for Driving-Under-the Influence Programs, Narcotic Treatment Programs, and outpatient and residential providers. LCD also oversees conducts complaint investigations on certified Alcohol and Other Drug counselors and counselor certification. LCD is also responsible for the licensing, monitoring, unusual occurrence reviews, and complaints for Mental Health Rehabilitation Centers and Psychiatric Health Facilities, as well as the, approvals of 5150 facilities designated by the counties for the purpose of 72-hour treatment and evaluation under the Lanterman-Petris-Short Act and the Children's Civil Commitment and Mental Health Treatment Act.

Travel required 30% of the time. Position may require overnight travel for up to 4 consecutive nights to meet training requirements.
