Job Description Summary
Positions assigned to this class are responsible for the coordination of complex administrative activities. Position may be responsible for supervising administrative, technical, support and/or professional personnel. Performs or supervises the performance of activities related to fiscal management, personnel management, procurement, supply services, auxiliary services, etc. Develops and monitors compliance with annual budgets; consults with program personnel regarding the availability of funds and the preparation of funding requests. Plans, implements, and coordinates special projects or programs; prepares detailed program reports. Formulates and administers administrative policies and procedures. Provides training in financial/administrative practices and procedures.

Job Description

Job Responsibilities

Performs managerial accounting functions related to documenting, budgeting, tracking, and verification of financial transactions, preparation and management of department budgets for the MUSC Office of Parking Management. Supervises accounting staff performing billing, purchasing,payroll deduction processes, record keeping and reporting duties. The fiscal analyst role will require a keen eye for detail, analytical skill, and a proactive approach to financial management.

30% Manages procurement functions, including approving purchase requisitions and ISDs, and serving as the primary administrator of Pcards. Analyzes and manages expenses, oversees patient/visitor billing and collection, and reconciles all credit card revenue. Oversees the management of cash deposit reconciliation process and ensures adherence to procurement policies and procedures.

25% Process reports and track Engineering and Facilities Report; maintain current accounts of leases to ensure timely collection - EMS Utilities Reimb. Invoicing, CHP, Wellness Center, GME, Matthews Medical, Radiation Oncology, etc. Ensure timely payments on Account Payables and contractual agreements/leases - Public Safety, Patient/Visitor clinics, etc. Maintain accurate overall Space Inventory for lease reporting and collection. Manage the tracking and collection of University, MUHA, and MUSC-P payroll and collection of non-payment.

20% Develops methods for recording and monitoring financial transactions and directs the preparation of financial reports. Supervises the accounting and finance unit. Evaluates assigned programs and assists in developing program performance standards.

20% Prepares, updates, and submits annual and capital budget; submit reports to contribute with and prepare Governor’s budget; interpret requirements and track A & S funds; define expected revenue of MUHA subsidies and departments. Provide Parking UBIT to Tax Compliance Department. Maintain current and projected revenue based on expected income.

5% Other duties as assigned.

Advanced accounting knowledge, auditing, banking, budgeting, analysis and financial principles, theories and management. Knowledge of state government fiscal and accounting processes. Ability to interpret, analyze and explain financial data, records and reports. Ability to supervise subordinates. Education:

Bachelor's degree preferred with multiple accounting courses
