Position Description

This posting will be used to fill a full-time, permanent, Safety Sensitive Utilities Repair Crew Leader position in the Department of Public Works.

This is very responsible supervisory work in the general repair and limited construction of Utility Department collection and distribution lines and services.

NATURE AND VARIETY OF WORK

Work involves responsibility for planning and laying out work and assigning tasks to a crew of workers engaged in a wide variety of maintenance, repair, and limited construction activities necessary for the continuous efficient functioning of the water and wastewater distribution and collection lines and services. Work is received in the form of special assignments from a superior as a result of complaints, work orders, inspections, or general improvement programs. Employees instruct workers in work methods and procedures and inspect work in progress and upon completion. Work is reviewed through conferences and reports and is subject to inspection by a technical or administrative superior.

Examples of Duties and Knowledge, Skills and Abilities

Inspects construction job sites to determine materials needed to perform work in a timely manner; orders materials; and inspects finished work.

Plans work, supervises and works with crew engaged in maintenance, general repair, emergency repair, and limited construction of water and wastewater lines and related facilities.

Sets up and modifies sewer grades as required.

Assists supervisor in preparation of PP&E's.

Measures, lays out and assigns work to subordinates; trains and assists subordinates as required; prepares and maintains necessary records and reports.

Maintains various records such as time, location, and effectiveness of work performed; assists in the in-service training of employees; promotes instruction in safety and improved work procedures and methods.

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of the materials, methods, techniques, and equipment commonly used in water and wastewater utility maintenance, repair, and limited construction activities, and of applicable safety precautions.

Considerable knowledge of the principles and practices applied in the safe and efficient use of the tools and equipment of the work, and of the safety precautions applicable to the work.

Ability to read plans from engineers and county operation plats.

Ability to mark-up drawings.

Ability to plan and supervise the work of a group of equipment operators and laboring employees performing various routine to complex water and wastewater utility maintenance, repair, and limited construction tasks in a manner conducive to full performance and high morale.

Ability to maintain effective public service with a minimum of interruption to public convenience.

Ability to understand and follow complex oral and written instructions, grade and line stakes, and engineering drawings.

Ability to establish and maintain effective working relationships with superiors, subordinates, other employees, and the public.

Ability to communicate effectively, both orally and in writing.

Skill in operating a variety of vehicles, equipment, and hand tools.

This position requires the ability to lift manhole covers, pumps, tools and generators weighing in excess of fifty pounds; climb ladders; enter trenches and other hazardous environments. Exposure to wastewater, odors, gases and electrical lines is common.

Minimum Qualifications

Graduation from high school; four (4) or more years experience in maintenance, repair, and construction of water and wastewater systems; one (1) or more years lead worker experience; a Class II wastewater collection system operator's license or a Class I water distribution operator's license as required by the State; and a valid commercial Class B motor vehicle operator's license.

Note: Candidates that do not possess the Class II wastewater collection system operator's license as required by the State or the education and experience necessary to obtain the Class II wastewater collection system license within six (6) months of hire may comply with this requirement by obtaining a temporary Class II wastewater collection system license license at hire and meeting the education and experience requirement and passing the appropriate Board examination to obtain the Class II wastewater collection system operator's license within the renewal time period of three (3) years as established by the State.

NOTE: Candidates that do not possess the Class I water distribution operator's license as required by the State may comply with this requirement by obtaining a temporary water distribution system certificate at hire and meeting the education and experience requirement and passing the appropriate Board examination to obtain the Class I water distribution system operator's certificate within one (1) year as established by the State.

NOTE: The renewal period for the Class I water distribution system operator's certificate is three (3) years as established by the State.

NOTE: The (4) or more years' experience in maintenance, repair, and construction of water AND wastewater systems may be substituted with an additional one (1) year of experience for a total of five (5) or more years' experience in maintenance, repair, and construction of water OR wastewater systems.

Longevity pay is available based on years of service.
