Entry-level trainee position performing unskilled or routine manual labor duties in a wide variety of utility maintenance and construction work. Installs water, reuse, stormwater, and wastewater lines systems. Performs other related work as required, i.e., excavation, digging trenches, removing concrete pavement removal and sod replacement. Assist in cleaning culverts, swales, storm drains, canals, and many other similar jobs. Work is performed under close supervision and outside in all weather conditions. After instructions and orientation, the employee will be expected to carry out these routine details. Expected to work overtime to maintain the integrity of the Utility. This is an essential position; the incumbent will be required to regularly work overtime as part of the rotating "on-call" program, extended hours during and after hurricanes or other disasters. A strong understanding of ethical behavior is required. Must work in accordance with the Utility's safety program and provide excellent customer service to internal/external customers. Needs to have an intellectual curiosity and a desire to find answers. Performs related duties as assigned.

Trainee:

At least one (1) year experience in manual labor, including some experience in operating automotive maintenance equipment. Must acquire a CDL Class "B" with tanker and airbrake endorsements within one year of hire.

Operator I:

Preferred at least two (2) years of experience in various fields of utility maintenance or construction labor work. Experience installing, maintaining, and operating water, stormwater, and sewer lines preferred. Some experience in operating automotive or other motorized maintenance and construction equipment. Must possess a valid Florida Class "B" Commercial Driver's License w/ tanker and air brake endorsements at the time of application. Must possess a current State of Florida Department of Environmental Protection Distribution System Operator Level III license, FWPCOA Wastewater, or Stormwater Class "C" certification at the time of application.

High school diploma or equivalent required, college course work a plus. Depending on the division you are assigned to, certification from the FWPCOA must be obtained within 12 months of employment as follows: the Water Division - a DEP Class III license, Wastewater Division - a FWPCOA Class "C" certification, and Stormwater Division - a FWPCOA Class "C" certification. Valid Florida driver's license. Must be able to operate and maintain City vehicles such as heavy equipment and machinery, e.g., utility vehicles, water main cutters, dump trucks, and lifts. Experience performing the above duties preferred. General knowledge of the methods, tools, equipment and necessary safety precautions used in mechanical repair and maintenance work. This is a Lean Six Sigma Utility, a White Belt must be obtained within 12 months of hire. Ability to complete all training programs offered, including confined space, hazardous materials handling, etc. The applicant must pass a pulmonary function test and be physically capable of using respirators and self-contained breathing apparatus. Applicants must not have facial hair that is in the area of the face seal of respiratory PPE. Must be able to effectively communicate with the ability to speak, write, and understand English. Ability to operate a computer and use Microsoft Office. Ability to understand and follow written and oral instructions. Ability to perform heavy manual labor for extended periods in various climatic conditions. Ability to work a flexible work schedule, including call-outs. Basic Mathematical skills. Ability to see, read, talk, hear, handle or feel objects and controls. Significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Sufficient physical strength to perform heavy manual labor work. Position requires heavy moving up to 50 lbs. on a regular basis and occasionally up to 75 lbs. A comparable amount of training and/or experience may be substituted for the minimum qualifications.
