The City of Phoenix Street Transportation Department is seeking to fill multiple Utility Permit and Coordination Technician vacancies in the Utility Coordination Section of the Office of the City Engineer. These positions perform complex plan reviews for dry utilities desiring to occupy City rights-of-way and coordinates utility relocations for Capital Improvement Projects. Work is performed under the supervision of a Project Manager or Principal Engineering Technician.

IDEAL CANDIDATE

  • Knowledge of principles and practices of engineering as applied to the installation of dry utilities in the City's rights of way and Capital Improvement Project construction.
  • Knowledge of City codes and policies pertaining to underground utility construction and the ability to communicate with Project Managers, City contractors, utility designers, and contractors.
  • Possess strong communication and customer service skills.
  • Possess strong leadership, decision-making, and problem-solving skills as well as the ability to multitask and work well under pressure and with deadlines.
  • Ability to extract and manipulate data and create spreadsheets using Microsoft Excel.

SALARY

Pay Range: $25.56 to $45.89 per hour.

Hiring Range: $25.56 to $35.96 per hour.

MINIMUM QUALIFICATIONS

  • Five years of experience in paraprofessional engineering work,
  • Including two years of paraprofessional civil engineering experience (or one year at the level of Senior Engineering Technician).
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Three years of experience:
    • Reading and interpreting civil engineering and dry utility plans.
    • Working with electronic plan review and electronic permitting systems.
    • Working with online ROW and utility mapping systems (ex. QS MAPS/EZ MAPS).
  • Experience that displays an ability to work with deadlines.
  • Experience working with documents and reports using MS Word and Excel.
  • Experience coordinating or managing all or portions of a Capital Improvement Project.
  • Experience that displays an ability to multitask between several duties and responsibilities.
  • Experience that displays customer service as well as working in a team environment.
  • Experience working with Small Wireless Facilities and Public Streetlighting and/or Traffic Signal Standards.
