SUMMARY:

The Utility Services Worker III/CDL is responsible for performing highly skilled tasks to support the operation and maintenance of the water distribution and sewer collection systems. Major activities include, but are not limited to, extensive repair, maintenance, operation, and installation of mains, service lines, taps, valves, hydrants, etc; locating, investigating and relieving obstructed building sewers; repairing, constructing, and maintaining sewer systems; and inspecting public sewer pipelines.

ESSENTIAL FUNCTIONS:
  • Performs the full range of complex manual and technical tasks, to support the general maintenance, repair, and replacement activities of the water distribution and sewer collection systems.
  • Performs the full scope of emergency and scheduled work, which includes shutting off water mains; repair and replacement of mains, service lines, taps, valves, hydrants, etc; cleaning of catch basins; raising or lowering manholes, bringing assets to grade, construction and installing manholes, and cleanouts; constructing and repairing sewer, sewer laterals and appurtenances; investigating sewer complaints.
  • Performs building and sewer investigations, assessing building sewers to locate probable areas of obstruction, recommending types of service and equipment needed.
  • Distributes and serves appropriate notifications to customers including notices on service interruptions, water shut offs, no parking signs and other verbal and written communications, as applicable.
  • Operates a variety of vehicles and equipment and power tools, including trailers, dump trucks, jet vac combination sewer cleaners, compressors and tractors with a front end loader and other attachments such as pile drivers, backfill tampers, catch basin cleaners, paving breakers, jack hammers, and other equipment related to the maintenance, repair and construction of water and sewer systems.
  • Reads and interprets engineering plans, maps (including GIS), designs, and drawings and prepares as built drawings and system updates.
  • Collects samples and performs field level water quality analysis in water distribution and wastewater collections systems.
  • Complies with applicable safety rules and regulations relating to confined space, traffic control, excavation work, etc. Ensures the proper execution of construction work following acceptable practices and industry standards. .
  • Utilizes various equipment to determine the location of underground structures and leaks.
  • Records all necessary field data and prepares accurate and descriptive daily work reports.
  • Cleans and flushes sewer lines, televises sewer mains using closed circuit TV camera equipments.
  • Uses mobile computers and telephones, two-way radios, and other communication devises.
  • Cleans and restores work sites after jobs are completed to ensure that worksites are left in a safe, clean and acceptable condition.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
  • High School diploma or General Educational Development (GED) certificate and four (4) years of progressive experience directly related to work involved with investigating, repairing, and maintaining water distribution and/or sewer collection systems.
  • Must possess and maintain current a valid Motor Vehicle Operator's License, Commercial Driver's License - Class B with air brakes,Tanker's N Endorsement.
  • Skill in the use of the full range of tools and equipment of the trade, including backhoes, dump trucks, and compressors.
  • Ability to determine appropriate methods, equipment, materials, and techniques required for performing work assignments.
  • Ability to read and interpret engineering plans, maps (including GIS), designs, and drawings.
  • Ability to communicate clearly both orally and in writing.
  • Ability to understand and follow oral and written instructions.
