About the Department:

The George Mason University Human Resources Department supports the University mission through the development and implementation of policies, programs, and practices that attract, compensate, support, retain and reward faculty and staff. Provides services to the university, promoting best practices, forming strategic partnerships, fostering innovation, investing in infrastructure, establishing efficient systems, and pursuing continuous improvement.

About the Position:

The Vice President and CHRO serves as part of the George Mason University Executive Leadership Team, reporting to the Executive Vice President for Finance & Administration, and is accountable for the planning, development and implementation of university-wide initiatives and strategies that support employee engagement, success, and customer service excellence. This position possesses executive responsibility for the design, development, implementation, evaluation, and continuous improvement of comprehensive Human Resources programs for the university. Areas of leadership and responsibility include, but are not limited, to the development, management and improvement of:
  • Total Rewards (Benefits, Classification and Compensation)
  • Employee Relations
  • Performance management
  • Talent Acquisition and retention
  • University-wide training and professional development
  • Clear communication of HR policies and initiatives
  • HR metrics and KPIs to inform program, policy, and organizational changes
  • HR information systems enhancements, technology innovations and new ways of working
  • HR operational and staff budgets
  • Succession planning and internal development/promotion strategies
  • Compliance and reporting accountability with all applicable state, federal and university policies, laws and regulations.
  • Programs and opportunities for enhanced human resources practices commensurate with increased autonomy granted through the Restructured Higher Education, Financial and Administrative Operations Act, Chapter 10 of Title 23.1 of the Code of Virginia (Tier 3).
  • The Vice President and CHRO is expected to be a university-wide thinker who works collaboratively with other senior leaders in leading and supporting change management initiatives.
Responsibilities:
  • Responsible for setting direction for university-wide recruitment, retention and succession strategies; organizational development and training initiatives; compensation; performance management; employee relations; and the management of HR systems and analytics;
  • Leads the Administrative/Professional Faculty Handbook Committee and implement any Handbook and A/P policy changes. Contributes to special faculty initiatives relating to hiring, contracts, compensation, retention, retirement and family support;
  • Develops and implements a valid, outcomes-based culture through Mason's performance management program that instills accountability and recognizes employee performance, sets goals, and encourages professional development;
  • Supports the University in meeting its Affirmative Action/Equal Employment Opportunity (AA/EEO) requirements and for working collaboratively with the Vice President for Diversity, Equity, & Inclusion in meeting the University's Diversity and Inclusive Excellence goals and ensuring that the University is in compliance with required state and federal reporting in this area;
  • Drives a culture that values diversity and inclusion, advocating for the strategic connection of inclusive excellence goals into University practices;
  • Oversees the University's retirement programs (which are opt-out from the Commonwealth of Virginia);
  • Serves as a vital member of the university's Investment Policy Committee and provides annual BOV reporting;
  • Collaborates with Commonwealth of Virginia agencies: DHRM, VRS, DOA, and SCHEV;
  • Attends to HR-related legislative and code of VA issues;
  • Participates with VA Chief HR Officers Council & CUPA-HR as relevant University HR professional associations; and
  • Keeps pace with innovations in the field and rapidly-changing federal and state laws.
Required Qualifications:
  • Master's degree in related field oran equivalent combination and level of training, knowledge, skills, certifications, and experience;
  • Extensive experience in progressively responsible senior HR leadership roles (generally, ten or more years);
  • Demonstrated experience consulting and advising senior-level executives in broad functional areas of human resources;
  • Demonstrated experience in strategic planning, implementation and evaluation;
  • Demonstrated experience in handling highly sensitive and confidential situations with a strong commitment to and record of exemplary professional and personal integrity;
  • Demonstrated experience in effectively and collaboratively bridging multiple varied and complex organizational units to optimize university efficiencies;
  • Demonstrated knowledge and expertise in strategic planning, implementation and evaluation, with the ability to develop and implement successful human resources strategies and initiatives across an organization;
  • Demonstrated effectiveness in developing and implementing organizational change initiatives through collaboration and relationship building skills;
  • Skill in executing data-driven decision making to sustain and enhance quality of services;
  • Skill in translating strategic ideas into tangible strategies and goals;
  • Exceptional skill in interpersonal, oral, and written communication;
  • Demonstrated ability to lead change in and across a large organization. Ability to translate vision, strategic direction, and long-term goals into specific projects and initiatives with clear timeline;
  • Demonstrated experience as a leader or key stakeholder in the implementation, upgrade, or overhaul of a major system or process;
  • Demonstrated ability to advise a diverse work force in a professional manner and maintain confidentiality, and to foster a culture of accountability throughout the University;
  • Demonstrated commitment to an inclusive and collaborative leadership style that is strong in teamwork; and
  • Demonstrated effectiveness and expertise in change management.
Preferred Qualifications:
  • Experience in human resource management for a large public employer;
  • Experience in higher education;
  • Experience with executive benefits and executive compensation;
  • Experience with employee surveys designed to capture key metrics (i.e. standardized exit surveys, employee engagement/satisfaction surveys, etc.);
  • Knowledge and understanding of shared governance and related dynamics within complex populations; and
  • Relevant professional certificationsuch as SPHR and/or SHRM-SCP.
