Major Duties
GS-13:
  • Coordinates, manages, and provides a variety of services to victims of federal crimes that occur internationally and domestically, including acts of terrorism and other crimes involving multiple victims, hostage taking, kidnapping for ransom, criminal aviation disasters, mass violence incidents, and other high profile and/or high impact incidents.
  • Identifies gaps and provides referrals to appropriate domestic and international resources for financial assistance, mental health counseling, and other services that may be needed as a result of the victimization.
  • Engages with victims and their families as a primary point of contact to provide crisis intervention, emotional support, resources, and referrals throughout the investigation.
  • Assigned caseload will include hostage matters worked in a SCIF and embedded with the multi-agency Hostage Recovery Fusion Cell.
  • Assists the Victim Services Division (VSD) Program Director in developing plans and innovative practices for assisting victims of terrorism and other major crimes.
  • Serves as a liaison for terrorism, major crime victims and providers with relevant agencies and organizations.
  • Prepares regular reports and updates for the VSD Program Director and Counter terrorism Division supervisors.
  • Provides emergency response to terrorism victims, either by coordinating victim-related issues in Strategic Information and Operations Center or by assisting on scene in the immediate aftermath.
  • Provides assistance to agents and other personnel with the collection of ante mortem information, death notification, return of personal effects, and site visits.
  • Travels oversees and domestically on short notice to aid at the scene of mass violence incidents and hostage recoveries while working long-hours, and experiencing long-term, repeated exposure to physical and psychological trauma of victims.
GS-14, in addition to above:
  • During mass violence deployments, serves as a team lead responsible for overseeing the victim services provided by the FBI.
  • Develops FBI policies as it relates to victims of international terrorism, mass violence incidents, criminal aviation disasters, etc. Develops standard operating procedures (SOPs), fact sheets, presentations, and protocols based on innovative practices for assisting victims of terrorism, hostage-taking, and other major crimes that can serve as a model for other agencies.

Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
Specialized Experience:
In addition to the Basic Education Requirement above, applicant must meet the following specialized experience (SE) requirements at either grade:
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience working with law enforcement investigators to deliver victim and family needs after traumatic events.
  • Experience identifying and coordinating resources and assistance available to help victims at federal, state and local levels.
  • Experience assessing victim and family needs and collaborating with other personnel to procure resources and support.
  • Experience providing training, guidance and resources to FBI Victim Specialists, regarding victims of international terrorism, and/or other multiple victim and/or high impact cases.
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
  • Experience with social and/or behavioral science theories and methodologies related to providing effective victim services through crisis response intervention/management of federal crimes and disasters.
  • Experience providing direct services to victims and/or their families dealing with trauma and complicated bereavement, engaging with people experiencing stress and/or trauma, and ensuring the de-escalation of stress in situations with the victims, families, investigators, and other staff.
  • Experience working in the criminal justice system, both federal and local; of human services systems; and, private non-profit organizations, particularly in the victim assistance arena.
  • Experience working independently on novel problems and develop solutions.
