Introduction

The Department of Health Services (DHS) , Division of Public Health (DPH) is recruiting for a Vital Records Training Specialist within the Office of Health Informatics (OHI). The Office of Health Informatics (OHI) in the Division of Public Health (DPH) is responsible for supporting data collection, performing analysis on public health data, and examining the relationships of that data with other data and data sets. Data is collected in support of many state and national public health programs. The DHS State Vital Records Office (SVRO), Statewide Vital Records Information System (SVRIS) Support & Registration Unit is responsible for the maintenance of the SVRIS and associated systems and the registration of vital events. The SVRIS is the software application designed to process, register, and house all of Wisconsin's vital records including birth, death, marriage, divorce, fetal death, and induced termination of pregnancy events.

DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

This position offers the option to work remotely up to 5 days per week or work out of one of the DPH central or regional offices . The employee must be able to establish a secure home office if working remotely. This position also requires approximately 10% travel throughout Wisconsin. This schedule may vary based on training or operational need.

Position Summary

As the Vital Records Field Representative and SVRIS Training Specialist, you will be responsible for creating and conducting in-person and web delivered training for SVRIS users. You will be responsible for creating, updating, and maintaining training documentation, online modules, and role-based training curriculum for any new functionality, and existing functionality documentation that may be out of date. You will also function as a field representative, responsible for site visits and training audits for facilities as it relates to vital records and the use of SVRIS.

During the time you are not providing training or in the field, you will provide help desk support to resolve external SVRIS user issues and provide guidance in the use of the system. You will be expected to relate the operational information, knowledge and analytical application needs of the system to external partners and SVRIS users. You will participate in requirement gathering sessions, documentation design review, assist with the development of test scripts, and perform testing. Additionally, you will identify and report business processes and system related issues.

The employee in this position is expected to use the tools and principles of quality management in performing their daily work including the following:

  • Using effective team skills to contribute to the efficient operation of the work.
  • Presenting ideas, carrying out assignments, and providing information as required.

Salary Information

The starting pay is between $34.57 and $40.80 per hour (approximately between $71,900 and $84,800 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Business Automation Senior and is in pay schedule and range 07/34.

Job Details

All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work options. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for these positions, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience creating, reviewing, and delivering web-based, live online and in person training sessions.
  • Experience developing and editing written documentation and reference and training materials.
  • Experience working with data providers to gather information and automate workflows or business processes in an information system.
  • Experience working with a records management system and providing technical assistance or training to end-users.
Well-qualified applicants will have one or more of the following:
  • Experience working with vital records (e.g., birth, death, marriage records), including vital records business policies and state statutes.
  • Experience conducting site visits for external partners.
  • Experience participating on project teams to implement or enhance existing software applications (e.g., gathering requirements, documenting specifications, or testing software updates prior to deployment, etc.).
