Introduction

The Department of Natural Resources is hiring three (3) Reporting, Licensing and Compliance Specialist in the Waste Management Specialist classification within the Division of Environmental Management . There is an opportunity to telework for up to 60% of the workweek dependent on work needs and performance. This posting may be used to fill future similar vacancies.

Position Summary

The Reporting, Licensing and Compliance Specialist is a multifaceted position that provides oversight and expertise on licensing and reporting activities in the Waste (WA) Program including both solid waste and hazardous waste program activities. More specifically, this position performs activities related to the management of solid and hazardous waste facilities by determining compliance, reviewing proposals, and providing technical assistance. Activities defined for this include issuing licenses for solid waste management facilities and solid and hazardous waste transporters; administering annual licensing and tonnage fees; development, submittal, and review of annual waste reports; support of IT development projects as subject matter experts; and conducting data-driven quality initiatives and compliance enforcement.

Salary Information

Reporting, Licensing and Compliance Specialist ( Waste Management Specialist) starting pay is $30.00 - $32.00/ hour ($62,400.00 - $ 66,560.00 annually).

This position is in Pay Schedule/Range 15-04. A 12-month probation period may be required. Pay on appointment for current or former state employees will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Travel: This position is located at a regional office and may be required to work with facilities or staff in other regions, as assigned by the supervisor. Routine travel will be required to other service center offices and to program related meetings across the state, including overnight travel at times.

Qualifications

Please describe the below qualifications in your resume and letter of qualifications to be considered for this position:

Required qualifications for this position includes all of the following:
  • Experience providing professional customer service to internal or external customers (such as determining compliance, reviewing proposals, or providing technical assistance ).
  • Experience using Microsoft office or similar business software to use email, write reports, compile and manage data such as collecting data, managing data, using email, writing electronic reports, etc.
  • On the job training or work experience interpreting or applying state or federal requirements (e.g., policies, administrative codes, statutes) or environmental enforcement principles or procedures.
Best-qualified applicants will also have one of the following preferred qualifications:
  • Education, experience, or on the job training in interpreting or applying Wisconsin or Federal waste/recycling laws or regulations such as Resource Conservation and Recovery Act (RCRA) or similar .
  • Experience managing an unpleasant situation or conflict.
  • Experience working in a government program enforcing regulations.
