Introduction

The Wisconsin Department of Natural Resources (DNR) is hiring a Water Regulation & Zoning Engineer (Dam Safety Engineer) in the Division of External Services at the Entry or Senior level depending upon qualifications. The DNR Dam Safety Program's goals are to promote safety and to protect the life, health, property, economic values, and public rights in navigable waters.

This is a Project position that will be expected to end on June 30 th , 2026. Project positions are eligible for benefits including health insurance, but the incumbent does not attain permanent civil service status.

This position will be stationed out of the DNR Headquarters in Madison, WI.

Remote work may be available for a portion of the work week, after the initial onboarding period.

This recruitment may also be used to fill future similar positions.

Position Summary

This project position is an unprecedented opportunity to improve public access to information concerning hazard mapping downstream of dams. This position will research current Dam Failure Analysis records to assess data and will partner with senior program staff to prioritize critical gaps. This position will then develop a proposal for consulting services to update data and to develop digital, GIS-compatible mapping products. This position will also assist in processing dam ownership transfer applications and in advancing enforcement activities for non-compliant dams. To institute programmatic efficiencies, this project position will focus on documenting internal guidance and standard operating procedures and assisting with the development of external trainings.

Salary Information

Starting pay for the entry level is between $31.18 to $35.50 per hour (or $64,854.40 to $73,840 annually), in addition to excellent benefits. The classification title is Water Regulation & Zoning Engineer and is in pay schedule/range 14-14.

Starting pay for the senior level is between $36.00 to $41.00 per hour (or $74,880 to $85,280 annually), in addition to excellent benefits. The classification title is Water Regulation & Zoning Engineer - Senior and is in pay schedule/range 14-13.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

In addition, there is $2,080/year added to your base salary for holding a Professional Engineer (PE) license, whether it is held presently or acquired in the future. A PE is not a requirement for this position.

Project Positions: Per s. 230.27(1m), Wis. Stats., individuals appointed to project positions must be Wisconsin residents. Project positions are temporary positions that provide benefits, typically last up to two years, and may be renewed depending on business needs. Individuals appointed to a project position are not placed on a probationary period. State employees who leave a permanent civil service position to move to a project position may have rights back to a position at a comparable level to the permanent position they left when the term of their project position has ended.

Travel: Occasional in-state travel may be required to assist with heavy workload and/or emergency responses. Occasional in-state or out-of-state travel may also be required for meetings and conferences.

Qualifications

To be minimally qualified applicants must meet (and provide appropriate documentation of at least one of the below requirements:
  • Have graduated from a recognized college or university with a bachelor's degree in a related engineering field such as electrical, mechanical, civil or environmental engineering; OR
  • Registration as a Professional Engineer as determined by the Department of Safety and Professional Services per s. 443.04, Wis. Stats.; OR
  • A specific record, issued by the professional engineering section of the Department of Safety and Professional Services, showing 4 years or more of experience in engineering work of a character satisfactory to the professional engineering section and satisfactory completion of the fundamentals of engineering exam; OR
  • Have equivalent professional training and practical experience so as to be deemed a professional engineer as defined in Department of Safety and Professional Services per s. 443.01, Wis. Stats. and also deemed to be qualified to engage in professional engineering practice as determined by the Department of Safety and Professional Services per s. 443.03, or 443.04, or 443.05, Wis. Stats.
Applicants who wish to be considered must have the minimum qualifications listed above plus education, training and/or experience with the following:
  • Hydrologic and hydraulic analyses modeling techniques such as HEC-RAS and HEC-HMS or Dam and/or infrastructure inspection techniques, design, construction and/or stability analyses
  • Geographic Information Systems (GIS)
Preferred qualifications include any of the following criteria:
  • Local, state or federal dam and floodplain regulations (e.g., Wisconsin Model Floodplain Ordinance, NR 116, 44 CFR, etc.)
  • Developing and/or reviewing dam failure analyses
