This position is located in the Litigation and Adjudication Program (LAP), Hydrographic Survey in Santa Fe, NM.

Why does the job exist?

This position will independently conduct high-level analysis, research and compile data from Hydrographic Surveys, aerial photos, reports on water resources, etc., and through the use of GIS/GPS technology and applicable engineering principals create, edit and maintain digital data (spatial and tabular), prepare professional technical reports and maps in support of water rights adjudications; maintain, update and query GIS systems to support water rights adjudications; testify as an expert witness at agency hearings or court proceedings on water related issues; confer and correspond with water users and the public on water related matters; and direct and train junior engineers. This position will perform specialized functions within the field of engineering and serve in a lead capacity.

How does it get done?

1. Develop and Manage Projects for creating technical spatial data of water users and water rights for LAP projects and Adjudications; or projects that involve LAP input. Through a high-level of understanding of the Hydrographic Survey Process, GIS/GPS technology, and software related to each (e.g. ArcMap or Trimble Pathfinder) create complex spatial data; manipulate tabular data into spatial representations; perform technical mapping; perform, oversee, and coordinate Hydrographic Survey field inspections; conduct assessor work; present and/prepare technical engineering analysis, reports and status logs on adjudications for management; locate the source of water and usage patterns; monitor, review and inspect as necessary water put to beneficial use; and perform the above in addition to regular oversight and management on the Pecos River Stream System.

2. Develop and Manage Projects for creating tabular data of water uses and water rights. Serve as the lead to Hydrographic Survey technical application process and review of water rights documents; research and compile complex water rights and water use records and documents; abstract such documents into the Litigation and Adjudication Program's WRATS database; identify from survey data elements of a water rights claim; ensure such is entered onto the WRATS database system; verify the abstract data is Quality Controlled and Quality Assured by checking Hydrographic Survey in GIS data; and generate reports and queries to extract the pertinent technical data from the WRATS database.

3. Training: Help train subordinate personnel on the theory and applications for GPS surveying receivers; GIS mapping software; field inspection techniques; OSE/ISC policies and procedures and NM Statutes as they pertain to water law and this position; in Hydrographic Survey standards; in the technical data conversion methods for adjudications; how to locate and utilize technical information from applicable databases, review work performed by subordinate employees and provide correction or suggestions for improvement.

4.Support Agency Data Development and Integration Projects: Adjudication Support, Assist attorneys in aerial photography interpretation; review water rights files and testify as an expert witness during litigation proceedings; attend mediation sessions in regard to water rights claims, confer with the water rights claimants during public meetings; initiate reports based upon findings; advise citizens and government agency personnel on Hydrographic Survey data, location and status of water right claims, water use and sources; draft and amend reports regarding water use; and develop technical source information for filing with the court.

5.Fieldwork: Plan and conduct field inspections on open subfiles to determine the owners water rights claim -survey various elements of the water right; verify current ownership from assessor data; review historical aerial photography and Hydrographic Survey maps; and generate reports and queries to extract the pertinent data from the WRATS database.

Ideal Candidate

1. Independently plan, manage, strategize, and direct all the hydrographic survey activities of the Hydrographic Survey Bureau.
2. Candidate should have the skill set in analysis and planning of technical projects and provide input Into recommendations;
3. Assist in analyzing, planning, and implementing hydrographlc surveys, field Inspections, and work with senior staff to prepare technical reports and surveys;
4. Use Geographic Information Systems, analyze aerial photography and historical data to locate and research water Issues, operate surveying and plotting equipment, perform calculations, maintain databases and files.
5. Understand statutes.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed mostly in an office setting with exposure to visual/Video Display Terminal (VDT) and extensive personal computer, computer equipment and phone usage. Frequent travel is required for meetings, and occasional field work with exposure to inclement weather, and rough terrain. May be required to work at alternate work sites. Must possess and maintain a valid New Mexico Driver's License in order to driving a state vehicle. This position is located in Santa Fe, NM but may be allowed to work in Albuquerque, NM, depending on operational need. Must be able to lift up to 20 lbs.
