Introduction

The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking a Water Resource Specialist (Environmental Analysis & Review Specialist - Entry or Advanced) to join our Environmental Services Team within the Bureau of Technical Services.

This full-time permanent position may be headquartered in the following cities: Madison, Eau Claire, La Crosse, Green Bay, Superior, Rhinelander, Wisconsin Rapids, or Waukesha.

Position Summary

This position serves as WisDOT's statewide technical expert in water resources and program manager for WisDOT's Wetland Mitigation Banking Program. This position provides research, analysis, consultation and coordination services to Wisconsin Department of Transportation staff and management, and external partners on water resource topics and on proposed environmental laws and regulations. In addition, this position administers WisDOT's Wetland Mitigation Banking Program, including oversight on wetland bank site development, operation and maintenance, program budgets, system initiatives and land management. This position also synthesizes state and federal environmental laws and their related regulations, and process into WisDOT operational policy.

This position advises the Department's operating units, project teams, and consultants by providing consultation and timely advice on environmental impacts focusing on water resources, including wetlands, waterways, groundwater, floodplains, and hydrogeology. The position participates in developing and implementing Geographic Information Systems (GIS) projects with other environmental staff. The position maintains GIS layers for wetlands and water resources and assists region project teams in the appropriate use of this data. The position also assists with the updating of environmental chapters of the Facilities Development Manual and other WisDOT policy and guidance documents. In addition, this position participates on state and national committees on water regulation, guidance, policy, and research. This position is also responsible for managing the ecological/biological services master contract.

Salary Information

The Entry level position is in schedule-range (15-04) with an annual salary of $54,080- $64,480.

The Advanced level position is in schedule-range (15-03) with an annual salary of $64,480 - $83,200.

All positions come with excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants at the Entry level will have experience with all the following:
  • Reviewing and/or analyzing environmental laws, rules, policies, and/or procedures.
  • Analyzing, evaluating, and/or documenting environmental resources (e.g., wetlands, waterways, and aquatic organisms).
  • Working with and developing relationships with external partners, which may include activities such as participating on committees, developing collective guidance or outreach materials, policy development, networking, conflict resolution, etc.
In addition to having all the above, well qualified applicants at the Entry will have experience with one or more of the following:
  • Interpreting, conveying, and/or implementing environmental laws, rules, policies, and/or procedures, such as the Clean Water Act, Compensatory Mitigation Rule, and equivalent state or local laws, etc.
  • Reviewing linear infrastructure projects (such as transportation or utility) for environmental concerns, particularly those related to wetlands, waterways, and road-stream crossings.
  • Supporting, participating on, and/or researching ecological restoration, such as wetland or stream restoration.
The Advanced level applicants will also have experience with the following:
  • Experience managing consultant contracts.
  • Experience managing an environmental restoration project, such as wetland, stream, or prairie restoration.
  • Experience with wetland mitigation banking.
  • Experience implementing statewide policy and guidance.
