The State Water Resources Control Board's Division of Information Technology has one (1) opening for an Information Technology Specialist I position in the Business Management Branch, Web Support Unit. The position is located at 1001 I Street, Sacramento, CA 95814.

Duties:

Under the direction of the Information Technology Supervisor II of the Web Support Unit in the Division of Information Technology, the Information Technology Specialist I (ITS) acts as a project leader, works independently, and is responsible for web development support for State and Regional Water Board programs. The ITS acts as a project leader and works independently as a technical specialist on complex assignments. The ITS supports the digital needs of State and Regional Board programs and will perform various web development tasks and procedures, as well as assist in activities that require the development of web solutions using various web development software, Adobe Creative Suite, Microsoft Office applications, and other third-party tools. The working title for this position is Web Developer / Digital Solutions Specialist.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with client-side web languages/frameworks (e.g. Bootstrap, React.js, Vue.js, jQuery, HTML, CSS, etc.)
  • Experience with web scripting languages and databases (e.g. JavaScript, PHP, Python, Ruby, R, MySQL/MySQLi, etc.)
  • Experience with digital compliance auditing tools and plug-ins for the web
  • Understanding of content development lifecycle, information hierarchy, universal design principles and user experience
  • Experience with Google Analytics, Tag Manager, and Search Console capabilities and functionality
  • Experience supporting creative webpage redesign efforts from conception through completion including requirements gathering, development of wireframes, content strategy, implementation, testing, and validation
  • In-depth knowledge of Section 508 of the Rehabilitation Act of 1973; California Government Code 7405; California Government Code 11546.7; Web Content Accessibility Guidelines and its respective compliance levels
  • In-depth knowledge of digital asset remediation methods, techniques, and best practices for content in a variety of formats (documents, web content, multimedia, etc.)
  • Experience with Adobe Acrobat Pro DC, CommonLook PDF and PDF Validator remediation tools and techniques including proper tag structure, use of metadata attributes and interactive form field annotations in PDF documents
  • Experience with Adobe Creative Cloud applications (Illustrator, InDesign, Photoshop, Premiere Pro, etc.)
  • Experience engaging and coordinating with multiple groups/affiliates on collaborative projects
  • Excellent written and verbal communication skills, able to capture and distill complex, technical concepts into clear, concise, action-oriented information
  • Ability to work independently with multiple priorities under a variety of timeframes and deadlines
  • Experience developing and producing technical/informational documentation for a wide range of audience types
