POSITION SUMMARY:

The role assures production has the necessary Welding Procedures to proceed with welding on Commercial, Government, and Facilities contracts by analyzing the needs, developing documentation and publicizing the results for intended usage by the production welding departments.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  2. Prepares all welding procedures meeting ASME, AWS, ABS and NAVSEA code requirements.
  3. Establishes welding procedures to guide production and welding personnel relating to specification restrictions, material processes, pre and post heating requirements which involve use of special fabrication methods and welding of critical joints.
  4. Improves existing welding procedures through review of customer requirements, existing fabrication techniques, and new market technology.
  5. Evaluates new developments in welding field for possible application to current welding problems or production processes.
  6. Contacts personnel of other agencies, engineering personnel, or clients to exchange ideas, information, or offer technical advice concerning welding matters
  7. Develop Procedure Qualification Records dictated by production needs and forecasting as directed by the Quality Assurance Manager in accordance with the applicable codes.
  8. Optimizes the welding processes, procedures and equipment for minimum fabrication costs.
  9. Evaluates suppliers welding procedures for technical adequacy and code conformance for specific job application.
  10. Obtains internal and/or external interpretation and modification to all welding codes used as production necessitates.
  11. Manages data base for welders, tackers, brazers, welding and brazing operator's performance qualifications relative to original certification and quarterly recertification.
  12. Must be willing to travel between Portland Fab. Facilities. (Swan Island, Vancouver and Clackamas)
  13. Conduct training for metal joining trades in code and procedure requirements as required by contract.
  14. Candidate has experience in operating and programing robotic welding equipment.
  15. Evaluates skills and measures results of production workers, recognizes success and coaches individuals and teams where performance improvement is warranted. Provides feedback to the relevant PM.

SUPERVISORY RESPONSIBILITY: The person supervises hourly craft work force.

INTERPERSONAL CONTACTS:

The individual will be required to work with union and admin on shop floor and in meetings. He/she will be required to hold training classes and must be comfortable with public speaking.

KNOWLEDGE SKILLS AND ABILITIES:

  • Excellent interpersonal and communication skill, both oral and written for constant interaction with all departments and employee levels, and outside customers.
  • Must be a well-organized, detail and customer (internal and external) oriented self-starter.
  • Ability to read and comprehend work specifications, work orders, blueprints, contracts and technical publications.
  • Must have working knowledge of shipyard production and administrative procedures, and government and industrial regulations.
  • Must have the ability to use Microsoft Windows, Excel, Word, Access and database programs.
  • Specific knowledge of quality system standards

EDUCATION AND/OR EXPERIENCE:

  • 4 year BS in related field,
  • Minimum (3-6) years of experience in engineering, welding, NDE, and/or QC.

CERTIFICATES, LICENSES AND REGISTRATIONS:

NDT certification in accordance with ASNT or CWI certification is recommended.

PHYSICAL DEMANDS:

Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity. 40% normal office environment; 60% of time spent in production areas. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights. The incumbent must be able to frequently bend, squat, crawl, twist and may be required to lift up to 50 pounds. He/she may be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
