This vacancy falls under the Construction and Facilities Management Office, Operation and Maintenance Branch within the South Dakota Army National Guard/South Dakota Dept. of the Military. This position is the West River Physical Plant Manager I responsible for all facilities located in Rapid City, Sturgis, Spearfish, Belle Fourche, and Custer. The incumbent individual will be engaged in directing and participating in all forms of facility maintenance including but not limited to HVAC, plumbing, electrical, preventive maintenance, janitorial, grounds maintenance, snow removal, and a wide variety of other maintenance related tasks.

The work schedule is Tuesday-Friday, 6:30 a.m. to 5:00 p.m. (10 hour days). Work schedule may vary due to emergency situations or snow removal operations. The selected individual will undergo a National Security Check to obtain a Common Access Card for access to federal computer systems.

Licenses and Certifications:
Successful applicant will possess a valid driver's license.

The Ideal Candidate Will Have:
A minimum of 36 months experience as a facility manager with at least 12 months as a supervisor.

Knowledge of:
  • facility maintenance to include HVAC, plumbing, electrical, preventive maintenance, grounds maintenance, and a wide variety of other maintenance related tasks;
  • the work order process to include processing invoices, requesting quotes, and prioritizing work orders to determine funding;
  • record keeping and report writing;
  • proficient in Microsoft Office suite;
  • occupational hazards and safety precautions appropriate for maintenance or repair projects;
  • methods and practices of building construction;
  • methods and practices of general building maintenance;
  • methods and practices of maintaining HVAC, electrical, and plumbing systems;
  • methods and practices of custodial services;
  • methods and practices of grounds maintenance;
  • tools and equipment associated with maintenance activities;
  • State of South Dakota procurement regulations;
  • the principles and procedures used in directing, maintaining, and managing institutional physical plants according to their design, layout, and service demands;
  • planning, scheduling, supervision, and program administration;
  • occupational hazards and safety precautions appropriate for maintenance or repair projects;
  • record-keeping and report writing.

Skill to:
  • manage a full-time force of over 16 employees across various locations;
  • provide guidance, mentorship, and assistance when needed to develop each employee personally and professionally;
  • review, prioritize, and take appropriate action on emails, phone calls, or concerns of supervisors, employees, and customers and provide timely verbal or written responses;
  • assist facility workers with HVAC, plumbing, electrical, and preventative maintenance when needed to maintain facilities to standard.

Ability to:
  • communicate information clearly and concisely;
  • establish and maintain effective working relationships with others;
  • operate computers effectively to include Microsoft Office products;
  • read and interpret blueprints and construction plans;
  • accurately estimate the costs of repairs and material requirements;
  • operate construction equipment and power tools;
  • assess the needs for repairs or preventative maintenance of buildings and equipment;
  • work from ladders, scaffolding or in confined areas;
  • lift 50 pounds or more;
  • work outdoors.
