WHO WE ARE:
The Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Budget Analyst III to join the Vocational Rehabilitation Division (VRD) Program Operations Department. This position is currently teleworking with a headquarters location in downtown Austin, next to the Texas State Capitol at 101 E. 15th Street, Austin, TX.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHAT YOU WILL DO:
The Budget Analyst III performs highly complex (senior-level) budget preparation and analysis work. Work involves overseeing the planning, organizing, coordinating, and evaluating of VR budgetary activities and fiscal performance measures. The Budget Analyst III is hired by the VR Deputy Division Director for Program Operations and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:
- May assist in the preparation and development of the VRD operating budget and Legislative Appropriations Request.
- Assist in providing and coordinating instruction and guidance to VR departments/management units on various process-related procedures relative to the VRD's operating budget.
- May assist in the planning, organizing, coordination, and evaluation of budgetary activities, such as Third-Party Cooperative Agreements, and fiscal performance measures.
- Inform and explains to management budgetary variances, problems, and related circumstances likely to affect operations.
- May assist in the preparation and review of operating budget reports and financial transactions, identifying areas where more effective use of funds can be made to include the analysis of expenditure patterns, making recommendations on the use of funds.
- May enter data, run queries, and/or download data from the Uniform Statewide Accounting System (USAS), agency accounting system, and VRD case management system. Maintains adequate records and supporting documentation.
- Interpret and apply statutes and regulations, sets priorities, organizes workloads, and meets deadlines. Prepares effective written communication on the interpretation and analysis of applicable GAA, federal regulations, or requests from the Legislature.
- Communicate and work effectively with external and internal parties. May be involved in resource sharing with other areas within TWC.
- Prepare and review fiscal notes on legislation filed in the Legislature which could affect and financially impact the VRD.
- Perform other duties as assigned.

YOU QUALIFY WITH:
-Three years of full-time experience in budget preparation, accounting, auditing, financial planning or management, or positions which provided knowledge of public sector budgetary controls, administrative procedures, and related state and federal regulatory laws.
