Major Duties and Responsibilities:
  • Under general direction, as part of team, provides program technical assistance to information technology professionals in developing scope and requirements outlined in system requirements document and/or reviews design documents created by information technology professionals and/or conducts system tests to ensure expected output and/or assists in data conversion if current system exists and/or assists in implementation of new/enhanced system with affected entities and/or provides help desk customer service for assigned process automation project and in addition, keeps abreast of changes in program policies pertinent to assigned process automation project (i.e., Ohio Child Licensing Quality System [OCLQS]; Time, Attendance, and Payment [TAP] system): remains current in program policy changes; provides program technical assistance to Office of Information Services (OIS) personnel, state agency partners, and contractors by developing scope and requirements outlined in system requirements document; reviews design documents; plans, develops, and recommends performance criteria and test case scenarios (e.g., creates realistic child care scripts); conducts systems tests to ensure expected outcomes and to test user scenarios; assists with data conversion from current child care automated systems; assists in implementation of new system; interprets federal and state statutes to ensure compliance in child care automated system design; develops procedure and user manuals; monitors adherence to federal and state requirements; provides technical assistance to County Departments of Job and Family Services (CDJFS), state agency staff, and child care programs to ensure compliance with use of systems; responds to inquiries regarding user related issues relative to the development, implementation, and/or maintenance of automated systems; prepares and submits system defect reports; provides help desk customer service to system users; responds to inquiries regarding system user issues; updates reference tables and security profiles.
  • Provides program technical assistance to data systems professionals and technicians engaged in establishing, enhancing, and maintaining other child care automated systems (e.g., OCLQS; TAP; Ohio Provider Registry [OPR]; Ohio Benefits [OB]); remains current in child care policies; participates in and/or supplies technical solutions to meet federal and state requirements related to child care program rules and policies; identifies source of problems and prepares corrective action steps; develops and conducts training workshops and seminars on new and modified procedures.
  • Performs other related duties as assigned (e.g., attends and participates in staff meetings, conferences, and trainings; compiles periodic activity and project status reports or ad-hoc narrative and statistical reports; participates on project team assignments; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY's Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field (note: this required education and/or experience shall not be applied to satisfy one of the following),

In addition, must meet one of the following, whichever is pertinent to process automation project to be assigned:

Or for Child Care Information Data System (CCIDS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying child care laws, policies & procedures mandated by Ohio Department of Job & Family Services & using CCIDS computer systems; 6 mos. training or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Word, Excel, Power Point, or like software package.

Or for position involving process automation project for another computer system, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying laws, policies & procedures mandated by Ohio Department of Job & Family Services that are pertinent to business work flows for which computer system is being designed & using human services legacy system such as Ohio Benefits, SACWIS, SETS, or CCIDS; 6 mos. training or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package. Note: This option requires the employing agency to develop and have position specific minimum qualifications approved by the Ohio Department of Administrative Services.
