Job Duties

This position will serve as the Deputy Director of Human Resources, working closely with agency leadership to develop HR strategies that support the agency's mission. This position will manage the core functions of talent acquisition and benefits administration. Additional generalist duties in classification and compensation, policy development and interpretation and payroll preparation will also be completed. The position requires both independence and collaboration in the performance of all duties, with an emphasis on timely and accurate results.

The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.

Minimum Qualifications

• Demonstrated knowledge of the principles and practices of human resource administration
• Demonstrated knowledge of the full life-cycle of talent acquisition
• Demonstrated knowledge of healthcare benefits, Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), workers compensation, flexible spending accounts, retirement programs and deferred compensation
• Effective oral and written communication skills
• Skill in using database software and manual records to compile, manage and report human resource management and development data
• Demonstrated ability in providing efficient, effective, fact-based and defensible consultation to all levels of agency management and employees
• Demonstrated ability to handle confidential and sensitive information appropriately and with discretion
• Demonstrated ability to interpret HR policies and offer alternatives to meet internal customer expectations
• Demonstrated ability to perform classification and compensation duties, to include job design, evaluation and analysis
• Demonstrated ability to work independently and as part of a team, completing tasks timely and without immediate supervision and working with senior leaders to accomplish goals with the ability to lead and provide employee development
• Demonstrated ability to steward projects and coordinate the efforts of others
• Demonstrated ability to work effectively with employees at all levels of the organization and outside stakeholders

Additional Considerations

• Coursework in human resource administration, business administration, public administration or related field preferred
• Progressively responsible experience in talent acquisition, benefits administration, policy analysis and classification and compensation strongly preferred
• Experience with Cardinal, PageUp and VNAV preferred
• Experience preparing and auditing payroll records preferred
• Demonstrated proficiency with business applications, such as Microsoft Office Suite preferred
