Summary

LOCATION: This position is located in the SSA/ORC, Management Operations Support Employee Training and Development Team - REGIONWIDE. Philadelphia Region Employee Development Program (PREDP) positions will be located throughout the region and will usually be at various locations within the normal commuting area of the incumbent's permanent duty station.

TYPE OF POSITION: This is a Temporary Position NTE One Year and Will Not Be Extended or Become Permanent.

LIMITED AREA OF CONSIDERATION: Current permanent employees, GS-5 to GS-11, in the Philadelphia Region (Region III) of SSA and work in a Field Office, Teleservice Center, Mid-Atlantic Program Service Center, Regional Office, or the Office of Hearings Operations. Candidates outside of the components mentioned above will not be considered.

Development Program Associate (Philadelphia Region Development Program)

The incumbent serves on a one-year developmental program which will include a variety of assignments designed to give the incumbent programmatic and technical experience. The assignments may vary according to such factors as prior work experience, availability for travel, availability of assignments, etc.

Selectee will participate in two 6-month developmental work assignments that will assist them in their overall development. The PREDP Board will select mentors and assignments for the participants of this program.

Qualifications

Qualification and time-in-grade requirements must be met by the closing date of this announcement.

Candidates must currently hold a permanent GS-05 through GS-11 (or equivalent wage grade) journey level position and have been in your current permanent grade for the past two years. NOTE: The journeyman level of any position is the full performance level or target grade for the specific position, e.g. CS GS-105-11, CSR GS-962-8, BA GS-901-9, HCSR GS-8.

Temporary promotions within the past 2 years do not disqualify applicants from applying.

Be full-time or available to work full-time while in the intern program.

Be available to take a work assignment(s) outside the component for all or a portion of the time assigned to the program;

Be available for limited travel (e.g. attend meetings or training); and

Applicants must have an appraisal of Successful and be in good standing.

TIME IN GRADE REQUIREMENT (this program requires that applicants be at the journeyman level of their position for two years):

For GS-11: Two Years (104 weeks) at the GS-11 level.

For GS-10: Two Years (104 weeks) at the GS-10 level.

For GS-09: Two Years (104 weeks) at the GS-09 level.

For GS-08: Two Years (104 weeks) at the GS-08 level.

For GS-07: Two Years (104 weeks) at the GS-07 level.

For GS-06: Two Years (104 weeks) at the GS-06 level.

For GS-05: Two Years (104 weeks) at the GS-05 level.

This program is open to all permanent full-time employees who meet the eligibility criteria by the closing date of the announcement.

If an applicant receives a promotion prior to entering the PREDP (between the closing date of the announcement and selection) they will enter the program based on their grade level at the time of application. Their assignments during the program will be either at the grade level at the time of application or one grade level higher depending on the assignment (with a commensurate temporary promotion).

Applicants currently in a career ladder position must be at the highest level of the career ladder and have 104 weeks in grade to be eligible.

Education

There is no substitution of education for experience under this developmental program.

Additional information

Position to be filled under the provisions of the SSA/AFGE Merit Promotion Plan. Additional selections may be made within 3 months of the date of the initial selection.

LOCALITY PAY: The locality pay percentage for this office is 28.55%. Other locality pay percentages may apply depending on the selectee's permanent duty station.

OTHER NOTES:

This position is Temporary not-to-exceed One Year. Temporary promotions or reassignment will not be extended or become permanent. Participants may be eligible for temporary promotion upon selection or reassignment during participation in the program based on the participant's current grade level, experience, qualifications and assignment duties.

This position may be eligible for telework based on agency policy.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

TOUR OF DUTY: Full-Time, Monday through Friday - 8 hours per day. Flextime and alternative work schedule(s) may be available. Note: Part-Time employees are eligible to apply but must be available to work full-time while in the PREDP Program

Participants will return to their permanent position after completing the program. Those who are selected for another position while serving on assignment will be removed from the program.
