Summary:

To perform this job successfully, the incumbent must be able to carry out each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. This position will primarily be responsible for the environmental program at the facility. The incumbent will be a self-motivated, proactive leader and be able to effectively communicate with all site personnel, contractors, regulators, and general staff. The incumbent must be well-versed in all aspects of industrial environmental regulations, permitting, and sampling, with a heavy emphasis in the Clean Air Act and Title V air permitting, including new source review and compliance air monitoring (CAM) plans, UPDES water permitting, spill prevention control and countermeasure (SPCC) compliance, and completing and submitting annual regulatory reports including TIER II, AEI, and TRI reports. Timely follow-up of environmental incident reporting and accurate collection and tracking of required data is essential. They will also be responsible for managing the plant's waste disposal programs, including non-hazardous and hazardous waste, following RCRA regulations.

Essential Job Functions include, but are not limited to the following:

  • Provide technical expertise to site management regarding environmental regulations, permitting, and compliance.
  • Ensure compliance with facility air and water permits through regular in-house audits and inspections.
  • Ensure compliance with facility environmental policies and procedures, including the facility CAM plan, SPCC plan, Stormwater Plan, Fugitive Dust Control Plan, etc.
  • Manage the site's waste collection and disposal programs following regulations for industrial wastes. This will include RCRA training for proper management of hazardous waste.
  • Support activities regulated by the Army Corps of Engineers relative to solar pond expansion and permitting and wetlands compliance management.
  • Update facility environmental policies, procedures, and permits as needed.
  • Ensure timely completion and submittal of permit renewal applications and annual regulatory reports (TIER II, AEI , and TRI).
  • Inspect the facility for best environmental practices and follow up with site leadership where deficiencies are observed.
  • Interface with regulatory agencies regarding site audits and inspections, compliance monitoring, incident reporting, permitting, etc.
  • Ensure corrective action from the findings identified in regulatory audits and inspections are completed.
  • Review and follow up with site leadership on environmental inspections and audits.
  • Provide site training to ensure environmental standards and procedures are understood and implemented.
  • Inspect, calibrate, and maintain environmental monitoring equipment.
  • Track site environmental performance metrics and develop annual goals and objectives, site auditing and training, etc.
  • Perform other related duties as required.

Education and/or Experience:
  • Bachelor's degree in Environmental Engineering or a closely related discipline and 5 years of related Environmental experience demonstrating the ability to effectively work as a member of a team in multi-functional operation.
  • Preference will be given to individuals with stack testing and air pollution control equipment maintenance experience.
  • Must have experience in interacting with regulatory agencies, preparation and submittal of regulatory reports and compliance plans, and verbal presentation to individuals and groups.
