Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Human Resources program area.

Performs highly complex (senior-level) human resource work. Serves as the agency's Personnel Action Coordinator. Reviews and maintains documentation for all personnel actions for agency staff and processes all documentation related to personnel actions to meet required deadlines to ensure conformity with agency, state, and federal regulations. Responds to questions, e-mails, and voicemails promptly; and performs special projects as assigned. Adheres to strict confidentiality as required by all HR staff and complies with all agency and program area policies, procedures, and statutes. Takes initiative and contributes to teamwork to achieve goals to maintain a positive culture. Performs with high professional standards and personal accountability. Works under limited supervision, with moderate latitude in the use of initiative and independent judgment.

Essential Job Elements:

• Serves as the agency's Personnel Action Coordinator. Reviews and maintains documentation for all personnel actions for agency staff and processes all documentation related to personnel actions to meet required deadlines to ensure conformity with agency, state, and federal regulations. Responds to questions, e-mails, and voicemails promptly; and performs special projects as assigned. Adheres to strict confidentiality as required by all HR staff and complies with all agency and program area policies, procedures, and statutes. Takes initiative and contributes to teamwork to achieve goals to maintain a positive culture. Performs with high professional standards and personal accountability.

• Ensures appropriate coding of all agency personnel actions and uses proper tracking tools to track documents from beginning to completion. Utilizes applications to obtain signatures for completion of necessary documents. Follows up to ensure deadlines are met.

• Serves as the agency's HR Reporting Coordinator. Prepares, reviews, maintains, and distributes various reports for agency staff. Runs HR reports in the CAPPS system, including but not limited to New Hire/Separation and Salary Actions; certifies various reports such as SORM. Runs ad hoc reports on various HR data in CAPPS as needed. Collects, organizes, analyzes, and prepares reports per deadline as requested.

• Performs classification compliance reviews to ensure employees are classified based on various factors such as job duties, scope, and nature of the position to ensure compliance with the State Auditor's Classification Plan.

• Develops, reviews, and revises human resources policies and procedures related to compensation, classification, and other HR-related activities. Provides recommendations to management concerning the development of policies, procedures, and improvements to the classification process.

• Participates and serves on various committees or workgroups to improve and enhance HR processes and procedures as requested.



Qualifications:

Minimum Qualifications:

• Graduation from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field is generally preferred.

• Two (2) or more years of experience in Human Resources.

• Experience processing personnel actions.

• Experience using the CAPPS System.

• Experience and education may be substituted for one another.

Preferred Qualifications:

• Experience reviewing and writing job descriptions

• Experience using DocuSign

• Experience processing reports through CAPPS Query Manager

• SHRM or SPHR Certified

Knowledge, Skills, and Abilities:

• Knowledge of the principles and practices of human resources management

• Knowledge of federal, state, and local laws and regulations governing human resources activities

• Skill in using a computer and applicable software, including human resources-related applications

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
