Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

General Description:

Performs complex (journey-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Elements:

• Manages, develops, oversees, and evaluates projects using accepted project management methodologies. Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility.

• Develops construction project budgets, schedules, work plans, resources requirements, and cost estimates and projections. Monitors and manages construction project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.

• Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them. Communicates project methodology and processes to interested groups and team members. Compiles and distributes project information, project status reports, and project budget expenditures.

• Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Compiles and distributes project information, project status reports, and project budget expenditures.

• Reviews and recommends proposals and bids to management. Assists with developing criteria for evaluating programs, proposals, and other pertinent information related to project assignments.



Qualifications:

Minimum Qualifications:

Graduation from an accredited four-year college of university with a major coursework in a field relevant to the assignment plus five (5) years of experience in architecture, engineering, project management, construction, building systems and construction administration. Experience and Education may be substituted for one another.

Experience in managing Capital Construction projects for either Federal, State or Local municipality.

Must be enrolled in IDP, EIT or other certifying program.

Preferred Qualifications:

Previous experience as an Owners representative with project management of projects over $25 million. Understanding of Texas State procurement and construction regulations.

Preferred qualification - PMP Certified

Knowledge, Skills, and Abilities:

• Knowledge of project management theories and practices applicable to projects that are complex in scope; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

• Skill in project management monitoring, in addressing changes in scope or timing, and in the use of a computer and applicable software.

• Ability to manage project activities, to establish project goals and objectives, to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks and gaps, to prepare reports, to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some of the duties. normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; frequent sitting and/or remaining in a stationary position; ability to move and transport records, documents, boxes and all related information and materials, weighing up to 20 pounds; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.
