Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Duties Description Under the direction of Information Technology Specialist 3 (Programming), SG-23, within the Office of Information Technology Services/Chief Technology Office/Business Application Services/Revenue, Finance and Public Integrity Portfolio, Production Control Unit/Mainframe IBM Workload Scheduler (IWS), the Information Technology Specialist 2 (Programming), SG-18, will perform production batch processing automation and maintenance tasks ensuring high availability and delivery to agency customers. Specific duties of the position include but are not limited to:
? Develop an in-depth working knowledge of the mainframe IWS automated scheduling package related to the more complex IWS options which requires a good mastery of mainframe MVS JCL.
? Learn, implement, and maintain all IWS advanced functionality tools. These include the Batch Control Interface Tool, Event Driven Workload Automation, Fault Tolerant Agents, Conditional Dependencies, Automated Job Restart logic, IWS Operational Control Language (OCL) and Workload Automation Programming Language (WAPL) that require an advanced understanding of IWS options.
? Interact with production application group programmers; assist with their request for migration of new applications and implementing them into the automated scheduling system(s).
? Offer new, more efficient means of scheduling or triggering events in IWS through research and testing.
? Perform various daily tasks handled by current unit staff (ITSM requests, IWS application builds, code migration tasks, documentation maintenance) to allow cross training efforts.
? Enhance and expand the use of IWS Fault Tolerant Agents (FTA) creating new FTA events normally scheduled by Unix crontab entries. This would involve working with other technical groups to understand distributed processes and how FTA's can be used to invoke them.
? Become familiar with IWS zCentric agent development and use for distributed workloads. Mainframe Other
? Code new SAS reports and modify existing code as needed for adhoc requirements within the unit.
? Maintain existing unit JCL's which may include crafting new programs, possibly in COBOL to meet automated solutions. Distributed environment
? Unix scripting and debugging.
? Java programming language and logging interpretation.
? Develop and maintain Microsoft Access databases and advanced Excel spreadsheets for daily checklist items and tracking of file processing for upper management reporting.
? Work with other technical groups to develop more efficient or automated solutions to current processes.
? Perform daily file processing needs and developing automated solutions as required.
? Stay current on any number of distributed system processes, their flows and impacts to downstream events during troubleshooting efforts to ensure a stable production platform is maintained.

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
