This National Guard position is for a IT SPECIALIST (NETWORK), Position Description Number D1822000 and is part of the HI 292 CBCS, National Guard.

Duties

SUMMARY OF DUTIES: The purpose of the position is to provide technical and analytical guidance and support for the design of information technology (IT) networks that interconnect tactical sites through a variety of transmission media, considering the needs of requesting agencies, tactics and doctrine.
  • Designs and engineers IT networks carried over various transmission systems such as multi-channel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems.
  • Plans and designs Wide Area Networks (WANs) consisting of Commercial Off the Shelf (COTS) and Military Specification (MILSPEC) components to operate IAW accepted Information Technology (IT) security policies using network planning tools.
  • Utilizes a broad knowledge of IT concepts, principles, methods and practices to identify, coordinate, and implement actions required to provide network services that support a requesting agency's requirements.
  • Manages frequency assignment and control of operating frequencies.
  • Determines requirements and requests resources from different agencies to support contingency and/or training networks.
  • Represents the organization in conferences or with committees to establish standard methods and operating procedures to accommodate mission requirements.
  • Plans, develops and administers operations plans and applicable annexes by developing short and long range procedures to meet mission requirements.
  • Performs other duties as assigned.

Qualifications

Ensure that the Questionnaire is completed on Application Manager.GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

Substitution of Education for Specialized Experience - Major studycomputer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.

CONDITIONS OF EMPLOYMENT:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

*4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

6. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M

OTHER REQUIREMENTS: For positions requiring a security clearance (Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

NOTES TO CANDIDATES:

a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
