Position Overview: The Effective District Framework (EDF) is a framework designed to support districts with planning and implementing effective district systems that lead to their envisioned student experience and ambitious student outcomes. The framework's levers consist of systems such as Organizational Planning & Performance Management, Talent Systems, Culture & Student Support Experience, Academic Experience, Instructional Capacity Building, and Finance and Operations.

Texas Strategic Leadership (TSL) is the programmatic support to coach superintendents and their leadership teams through identifying, planning, and implementing systems and best practices to achieve their envisioned student experience and ambitious student outcomes. The TSL has a foundational landscape analysis support grounded in the EDF as well as a strong emphasis on data-driven strategic planning and performance management.

The Manager of District Planning and Performance Management will plan, develop content, deliver high impact training, and manage internal and external stakeholders to implement statewide district supports for strategic planning and district-wide performance management of the strategic plan.

The Manager will report to the Director of District Leadership Content and Training, closely partnering with the director and senior agency leadership to collaboratively strategize, plan, and deliver the supports above. As a leader of fast-moving programmatic work, the Manager will be responsible for quality assurance of content and supports, rolling up and reporting out data and lessons learned to the Division Director of District Strategic Supports and other senior leaders at the TEA. The Manager will performance manage technical assistance vendors and Education Service Centers.

The role will involve interactions and relationship-building with ESCs, district superintendents, their leadership teams, and campus principals. The role entails significant internal TEA and external stakeholder engagement to ensure content and supports provided incorporate our strongest content expertise and field feedback.

This role sits within TEA's Division of District Strategic Leadership, which includes the District Leadership Supports Team and the District Strategic Advising Team which collectively support superintendents, districts, and campuses across Texas with strategic planning, performance management, and research-based best practices.

Essential Functions


1. Texas Strategic Leadership Performance Management Content Development: Directly develop and partner with vendors and agency subject matter experts to develop and continuously improve upon TSL performance management systems, tools, resources for measurement planning, implementation planning, progress monitoring and continuous improvement cycles

2. Texas Strategic Leadership Strategic Planning Content Support: Support the development and continuous improvement of key TSL content including EDF-aligned strategic planning, systems and resource alignment and allocation, change management, stakeholder engagement, etc.

3. Professional Development Delivery: Support the development and delivery of high impact professional development and ongoing job-embedded coaching aligned to principles of adult learning on TSL planning and performance management competency areas; develop and deliver tailored scope and sequence of development support to TSL Lead Coaches and Performance Management & Data Specialists

4. Data Tools Development: Partner with external experts to develop and continuously improve user-friendly data tools, platforms that TSL coaches and LEAs can effectively use; support internal team analysis and use of data for performance management of program

5. Performance Management and Continuous Improvement: Monitor effectiveness of implementation on an ongoing basis, deliver calibration sessions to ensure consistency and integrity of service across regions and providers in delivery of TSL planning and performance management services, and conduct regular ESC/vendor/LEA check-ins to ensure progress and continued support



Qualifications:

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university

Experience: At least five (5) years of experience in; 1) a campus or district leadership position 2) managing large, complex projects and developing and/or implementing project management systems and/or 3) conducting strategic planning and performance management aligned to research-based best practices

Substitutions: An advanced degree may substitute for two years of required experience.

• Ability to build relationships and strong rapport with others, and an ability to manage relationships with senior district, ESC and internal agency stakeholders.

• Strong long-term planning and project management skills.

• Meticulous attention to detail with an ability to produce high quality work in a dynamic environment.

• Excellent written and oral communication skills.

• A desire to self-reflect, give/receive feedback and continuously improve.

• Prior experience with Texas schools and broad knowledge of Texas education preferred.
