MANAGER, PAYROLL TAX COMPLIANCE, WORKDAY

RESPONSIBILITIES

This position is responsible for overseeing all activities and operations related to unemployment tax compliance and garnishment processes within the Workday payroll compliance team as guided by applicable Federal, State, and local taxing authorities and company policy.

• Complies with all Federal and State unemployment tax regulations including the accurate preparation and timely filing of returns and payments of all monthly, quarterly and annual remittances of unemployment taxes to Federal and State taxing authorities.

• Provides customer service related to payroll unemployment taxing requirements, payroll tax compliance and garnishment issues. This includes assisting clients with the Workday onboarding and transition process and ensuring an effective transition to reporting unemployment tax with Insperity. Also includes communicating with various taxing authorities to resolve discrepancies and unemployment tax issues.

• Researches and prepares all tax related reports for entry into new states or changes in State unemployment reporting requirements.

• Maintains current knowledge and provides regular updates to appropriate company personnel regarding each state’s filing status (i.e., PEO taxpayer ID filings or client specific taxpayer ID).

• Manages process of state transitioning from PEO unemployment experience rate to client specific unemployment tax rate. This includes registering all clients in state under clients’ tax ID.

• Manages and prioritizes the workflow to assigned staff.

• Resolves discrepancies relating to unemployment tax payments with governmental agencies and oversees periodic audits by Federal and State tax authorities.

• Provides customer service support for Client Services and Sales personnel regarding unusual and technical unemployment tax issues and requirements under the PEO relationship. Responds to and resolves client and worksite employee special requests and technical issues related to unemployment taxes.

• Reconciles the SUI wages on a quarterly basis to ensure accuracy.

• Provides assistance and training to service personnel regarding unemployment regulations and issues. Performs onsite or web training for service personnel as needed or as requested for specific areas such as employees working in multiple states, child support orders etc.

• Maintains current knowledge of unemployment and other payroll tax regulations and the regulatory requirements of involuntary deductions (garnishments).

• Oversees and participates in the testing of enhancements to Workday payroll tax compliance software or new file formats required by State agencies.

• Participates in various professional organization training seminars in order to keep abreast of current issues.

OTHER RESPONSIBILITIES

• Assists in the accomplishment of Insperity Company goals.

• Helps other employees to accomplish Insperity Company goals.

• Performs other duties as may be assigned by department supervisor.

• Participates in the Disaster Recovery plan as required.

EDUCATION / EXPERIENCE REQUIREMENTS

• High School Diploma or equivalent is required. Bachelor’s Degree in related field is preferred.

• Ten years of experience with multi-state tax and supervisory experience is required.

• Experience in Workday Systems.

LICENSES / CERTIFICATIONS

Certified Payroll Professional (CPP) certification is required.

KNOWLEDGE / SKILLS

• Strong knowledge of unemployment tax regulations applicable to the Federal and various State taxing authorities and in-depth knowledge of regulatory requirements pertaining to involuntary deductions (garnishments) on the Federal and State level.

• Strong computer skills and high degree of proficiency with MS Excel.

• Excellent written and verbal communication skills.

• Strong time management skills.

• Strong attention to detail.

• Ability to maintain effective work relations with those encountered in the course of employment.
